ሓድሽ ኮሚሽነር ላዕለዋይ ኮሚሽን ጉዳይ ስደተኛታት ምስ ኤርትራውያን ስደተኛታት ኣብ ሰሜን ኢትዮጵያ

ሰደህኤ ኣቶ ፊሊፖ ግራንዲ ኮሚሽነር ላዕለዋይ ኮሚሽን ጉዳይ ደተኛታት ብ2 ለካቲት 2016 ኣብ ሰሜን ኢትዮጵያ ኣብ ዘለዉ ኤርትራውያን ስደተኛታት በጺሖም ኩነታቶም ክመሓየሸሎም ንዘቕረብሎም ሓሳባት ስለ ዝሰምዑ ዕዙዝ ሞስጋናኡ ገሊጹ። እዚ ናይቶም ሓድሽ ኮሚሽነር ናይ መጀመርያ ናይ ኣፍሪቃ መገሸኦም እዩ።

ከምኡ እውን እቲ ብ10 ለካቲት 2016 ብሰልፊ ደሞክራሲ ህዝቢ ኤርትራ ናብ ኮሚሽነር ግራንዲ ዝቐረበ መዘክር፡ ናብዚ ሓላፍነትዚ ብምብጽሖም ዝተሰመዖ ሓጐስ ገሊጹ። ኣተሓሒዙ ድማ ከምቲ ኣብቲ ኣብ ሰሜን ኢትዮጵያ ዝርከብ መደበር ኤርትራውያን ስደተኛታት ህጻጽ ዝተዓዘብዎ፡ ኣቶም ኣብ ሃገሮም ምንባር ስኢኖም ናብ ስደት ዝውሕዙ ዘለዉ ኤርትራውያን ስደተኛታት መብዛሕትኦም መንእሰያት እዮም። በዚ መሰረት ኩነታቶም ኣዝዩ ፍሉይ ቆላሕታ ዘድልዮ ምዃኑ እቲ መዘክር ጠቒሱ። ብምቕጻል ኣቲ መዘክር ኣቶም ስደተኛታት ናብቶም ኮሚሽነር ዘቕረብዎ ጠለባት ኣቐዲሞም ብኤርትራውያን ተቓወምቲ ክለዓሉ ዝጸንሑ ምዃኖም ኣዘኻኺሩ።

እቶም ኮሚሽነር ኣብቲ ምስቶም ስደተኛታት ዝገበርዎ ርክብ ኣብ መጻኢ ኩነታት’ቲ መደበር ብምምሕያሽ መነባብሮ ስደተኛታት ንምምሕያሽ ላዕለዋይ ኮሚሽን ጉዳይ ስደተኛታት ዝከኣሎ ከም ዝገብር ገሊጸምሎም። ኣተሓሒዞም ድማ ዘቕረብኩምዎ ነጥብታት ብግቡእ ተታሒዙ ስለ ዘሎ ኣይትሻቐሉ፡ ዝከኣል ንምግባር ኣይርሰዕን እየ። በዚ መሰረት ኩነታት ንምምሕያሽ ዘኽእል ነገራት ከነቕርብ ኢና ኢሎም ቃል ኣትየምሎም።

ከም ዝዝከር ቅድሚ ሕጂ’ውን ናይ ቅድም ኮሚሽነር ላዕለዋይ ኮሚሽን ጉዳይ ስደተኛታት ሕቡራት መንግስታት ኣብ ወርሒ ጥሪ 2012 ኣብ መደበር ስደተኛታት ሸገራብ ሱዳን ንኤርትራውያን ስደተኛታት በጺሖም ነይሮም። ኣብቲ ምብጸሓም ንኤርትራውያን ስደተኛታት ዘተኣማምን ጸጥታን ምምሕያሽ መነባብሮን ተመባጺዐምሎም ነይሮም። እተኾነ እቲ ቃል ዝተኣትወሉ ምምሕያሻት ክሳብ ሕጂ ኣይተረጋገጸን።

ምሉእ ትሕዝቶ ናይቲ ናብ ኣቶ ግራንዲ ዝቐረበ መዘክር እዚ ዝስዕብ እዩ።

ንሕና ሰልፊ ደሞክራሲ ህዝቢ ኤርትራ (ሰደህኤ) ከም ኣገዳሲ ኣካል ኣብቲ ምእንቲ ደሞክራሲያዊ ለውጢ ኣብ ኤርትራ ዝቃለስ ዘሎ ተቓውሞ፡ ስለቲ ኣብ ሕቡራት መንግስታት ነዚ ዝግበኣኩም ሓላፍነት ብምብቃዕኩም ሓጐስና ንገልጸልኩም። ንኤርትራውያን ስደተኛታት ኣብ ሰሜን ኢትዮጵያ ግቡእ ቆላሕታ ብምሃብኩም ድማ ነመስግነኩም። እዚ ነቶም ግቡእ ቆላሕታ ከይረኸበቡ ዝጸንሑ ስደተኛታት ጽቡቕ ምምልክት እዩ።.

ከምቲ ብኣካል ዝተዓዘምኩምዎን፡ ካብቶም ኣብ ሰሜን ኢትዮጵያ መደበር ህጻጽ ዘለዉ ስደተኛታት ዝሰማዕኩምዎን፡ ናይቶም ኣብ ኤርትራ ዘሎ ወጽዓ ምጽዋር ስኢነምዎ፡ ዝተሰዱን መሪር ሃለዋት ዘሕልፉ ዘለዉን መንእሰያት ኩነታት ቆላሕታ ዘድልዮ እዩ።

ከምቲ እቶም ዘዛረብኩምዎም መንግሰያት ዝገለጽልኩም፡ ብሓፈሻ ኩልና ተቓወምቲ ብፍላይ ከኣ ሰደህኤ፡ ላዕለዋይ ኮሚሽን ጉዳይ ስደተኛታት ሕቡራት መንግስታት፡ ቅድሚ ኣዞም መንእሰያት ሓደገኛ ጉዕዞታት ምጅማሮምን ግዳይ ሕማቕ ኩነታት ሲናይን ባሕሪ መዲተራንያንን ምኽዃኖም ኩነታቶማም ኣጽኒዑ መፍትሒ ዝኸውን ፕሮግራማት ክትልም ከነዘኻኽር ጸኒሕና ኢና። ካብ መዛግብ ናይቶም ቅድሜኹም ዝነበሩ ኮሚሽነር ንኤርትራ ኣብ ዝምልከት ፋይል ክትዕዘብዎ ከም እትኽእሉ፡ ናብ ላዕለዋይ ኮሚሽን ስደተኛታት ኮነ፡ ናብ ሕብረት ኤውሮጳን ካለኦት ዝምልከቶም ዓለም ለኻዊ ትካላትን መዘክራት ከነቕርብ ጸኒሕና ኢና። ኣብዚ መዘክራት ነቶም ስደተኛታት ደሓን መጽለሊ ክስረሓሎም፡ እኹል ናይ መግብን ጥዕናን ኣቕርቦት ክረኽቡ፡ ከምኡ እውን ኣብ ኢትዮጵያን ሱዳንን ዘለዉ መንእሰያት ስደተኛታት ኣካዳምያውን ሞያውን ትምህርቲ ሂብካ ድሕሪት ውድቀት ዲክታተርነት ኣብ ኤርትራ እውን ዝጠቅም ፍልጠት ክረኽቡ ክንጽውዕ ጸኒሕና ኢና። ካብዚ ሓሊፉ ወጻኢ ካብ ኤርትራ ምንባር እንተቐጺሎም ከኣ ኣብቲ ዕቑባ ዝሓትሉ ሃገር ብቑዓት ዜጋታት ከም ዝኾኑ ምኻኣሎም እውን ካልእ ጉዳይ እዩ። ነዚ ኣገዳሲ ፕሮግራም ዝኸውን ዓቕሚ ካብቲ ሃገራት ኣባል ሕብረት ኤውሮጳን ካለኦትን ብሰንኪ ሕማቕ ፖለቲካውን ሰብኣውን ተግባራቱ ንስርዓት ኣስመራ ዝተኸልአ፡ ስደተኛታት እግሪ ኣብ ምትካል ዘኽእል ተክኒካዊ ደገፍ ክርከብ መኸኣለ ዝብል እምነትና’ውን ክንገልጽ ጸኒሕና ኢና።

ሎሚ ንጠለባት ናይቶም ጉድኣት ዘጋጥሞም ዘሎ ስደተኛታት ካብኣቶም ክትሰሞዎ ብምኻኣልኩም ሕጉሳት ኢና። ካብዚ ነቒልኩም ከምቲ ዝጠቐስናዮ ኣብ መስርዕ ናይዚ ን5 ዓመታት ትመርሕዎ ዓለምለኻዊ ስጉምትታት ቀዳምነት ሂብኩም ንኤርትራውያን ስደተኛታት ዝጠቅም ፕሮግራማት ከም እተበጋግሱ ድማ ንኣምን።

Subject: Gratitude for Your Attention to Eritrean Refugees in N. Ethiopia

Dear High Commissioner,  

We in the Eritrean People's Democratic Party (EPDP), a mainstream Eritrean opposition organization struggling for democratic change in Eritrea, wish to congratulate you for taking up this high post in the UN system that you well deserved, and to also express our profound gratefulness for your kind attention to Eritrean refugees in northern Ethiopia. This is a promising gesture to those refugees whose needs have not been addressed adequately.

Dear Mr. Grandi,

As you personally witnessed the situation and also heard it from the refugees at the Hatsats camp in northern Ethiopia, the vast majority of Eritrean refugees fleeing from the unbearable repression in their country are very young and in need of great attention to their disquieting current situation and future prospects.

As those young refugees you talked told you, also we in the Eritrean opposition in general, and EPDP in particular, have been repeatedly reminding the UNHCR to initiate a pack programme to address their urgent needs before those young refugees resort to dangerous risks like what has been happening to them in the Sinai and the Mediterranean Sea. As you can check in your predecessor's archives on Eritrea, our memos to UNHCR and those to EU (copied to your agency) and other concerned world bodies stressed the need of providing them better shelter, food and health facilities as well as academic and vocational education with the aim of arming the young Eritrean refugees in the Ethiopian and Sudanese camps with essential skills that would benefit post-dictatorship Eritrea, or even make those refugees useful citizens of any country of their asylum, if they remained abroad. Such a grand programme could, we believed, acquire the necessary resources from grants of EU member countries and others that had suspended technical assistance grants to the regime in Asmara for its bad record in human and political rights of its own people.

Dear UNHCR High Commissioner,

We are now happy that you heard those same demands from the very affected young refugees, and we trust you will initiate such a programme as a matter of priority in the global humanitarian action you are to lead for the coming five years.

ኣኼበኛ፡ ነቲ ኣብ ኣዲስ ኣበባ ዝተኻየደ 6ይ ኣህጉራዊ ኣኼባ በርጌሳዊ ማሕበራት ዘመሓላለፎ መልእኽቲ እውን ኣገዳስነቱ ርእዩ። ዲክታቶርያዊ ስርዓት ኤርትራ፡ ነቲ ባዕሉ ዝፈጠሮ ውሽጣዊ ጸገማት ህዝብና፡ ብናይ ደገ ሓይልታት ዝመጸ ጌሩ ክገልጾን እንተክኢሉ ድማ ክሓብኦን ዝጸንሐ ጉዳይ፤ ሕጂ እዚ 6ይ ኣህጉራዊ በርጌሳዊ ማሕበራት ናይቲ ስርዓት ናይ መሰል ሰብ ምግሃስ ዝፈጠሮ ምዃኑ እዩ ኣቃሊዑ። ስለዚ ጉዳይ ኤርትራ ብደረጃ ክፍል-ዓለምና ኣቓልቦ ብምርካቡ፡ ንተነጽሎ እቲ ስርዓት ዘግድድ ክኸውን ከምዝኽእል እውን ተመልኪቱ። ነቲ ፍሊፖ ግራንዲ፡ ላዕለዋይ ልኡኽ ስደተኛታት ዓለም፡ ኣብዚ መጀመርያ ወርሒ 2016፡ ኣብቲ ኣብ ህጻት ዝተባህለ ኣብ ኢትዮጵያ ዝርከብ መደበር ስደተኛታት ኤርትራውያን ብኣካል ከይዱ ሽግራቶም ሰሚዑ ዝሃቦ ኣተባባዒ መብጽዓታት‘ውን ኣዎንታዊ ምዃኑ ተሓቢሩ።

ብድሕሪኡ መንእሰይ ክብሮም ዓንዶም፡ ንሕና መንእሰያት ተካእቲ ወለዶ ስለ ዝኾንና ሃገርናን ህዝብናን ካባና ብዙሕ እዩ ዝጽበ። ህዝብና እናጸነተ ስቕ ኢልና ምርኣይ‘ውን ዘሕትተና እዩ። ብዘይ ህዝቢ ሃገር ዝበሃል የለን፤ ሃገር ማለት ህዝቢ ማለት እዩ። ስለዚ ህዝብና ንዘጥፍእ ዘሎ ስርዓትሲ ብተወፋይነት ክንቃለሶ ኣሎና እምበር፡ ነቲ መላኺ ኢሳያስ ክህቦ ዝቐነየ ናይ ደሞዝ ምውሳኽን ካልእ መደናገሪ መደረታትን ከም ኣብነት ብምጥቓስ፤ ንሱ ብዝህቦ ናይ ሓሶት መግለጺታትን ምድንጋራትን ተታሊልና ካብ ቃልሲ ከነድሓርሕር ኣይገባእን። ናብቲ ዘጽንተና ዘሎ ተመሊስና ክንፍርምን ምስኡ ክንደናገጽን‘ውን ኣይግባእን፤ ህዝብናን ሃገርናን ካብ መላኺ ስርዓት ፈላሊና ክንርዮም ኣለና።  ንረብሓ ህዝቢ ክሰርሕ ዝኽእል እንተዝኸውን ቅድሚ ሎሚ‘ውን ክንደይ ሓገዛት ረኺቡ‘ዩ ብምባል ንውሕ ዝበለ ኣዝዩ መሃሪ መግለጺታት ኣቕሪቡ። መንእሰይ ክብሮም ብዘንቀሎ መግለጺ‘ውን ብዙሓት ኣኼበኛታት በብተራ ሰፊሕ መግለጺታት ኣቕሪቦም። 

ካብኡ ብምቕጻል፡ እቲ ኣኼበኛ እቲ ኣብ ሰሚናር ንኡስ ዞባ ጀርመን ብ23.01.2016 ዝተገብረ ድህሰሳን መጽናዕትን ዝተበጽሐ ናይ ስራሕ መደባትን ድሕሪ ምሕባር፡ ኣገደስቲ ሕቶታት ቀሪቦምን ግቡእ መብርሂ ድሕሪ ምቅራብ፡  ንተግባራውነቱ ብምሉኡ ተቐቢሉ፤ ንዝመጽእ ሓድሽ ኣገባብ ተኸቲሉ ክሰርሓሉ ምዃኑ ኣረጋጊጹ።

ኣብ መወዳእታ ናይቲ ኣኼባ ወይዘሮ መስከረም ግርማይ ዝተባህለት ኣባል፡ ኣነ ብሳላ ሰልፍን ጻዕርታት ኣባላት ናይዚ ሰልፊን ኣብ ጀርመን ናይ ምንባር ፍቓድ ረኺበ ኣለኹ፡ ኣነ ክጭነቕ ከለኹ ንዓካትኩም'ውን የሸግረኩም ነይረ ምሳይ እውን ትጭነቁ ኔርኩም፡ ሕጂ ኣብ ሓጐሰይ ድማ ምሳይ ንክትሕጐሱ፡ ነዞም ኣብዚ ኣኼባ ዘለኹም ምሳሕ ኣዳልየ ኣምጺኤ ኣለኹ፡ ክትብል ሓጎሳ ብምግላጽ፡ በብዓይነቱ መግቢ ተቀሪቡ ኣኼበኛ ተደሪሩ፡ ስለቲ ሰናይ ምግባርን ግደ ሰልፍን ጻዕርታት ኣባላቱን ክብሪ ምሃባን ብምምጓስ ኣኼባ ተደምዲሙ። 

A delegation of the Eritrean People's Democratic Party (EPDP), headed by the party chairman, Mr. Menghesteab Asmerom, and including Mr. Goitom Mebrahtu, the party's UK branch chairman, held extensive talks with the Foreign and Commonwealth Office (FCO) of the United Kingdom in London on 2 February, 2016. The EPDP Chairman, now on two-week tour to UK, also held public and private meetings with compatriots in the country.

The delegation took the opportunity to explain the ever worsening political, economic and social situation in Eritrea, and the plight of its refugees in the Horn of Africa region and beyond. The EPDP officials stressed the urgency of improving the situation of Eritrean refugees in the Sudan and Ethiopia and also the few survivors of risks who finally succeed to reach the gates of Europe.

The EPDP chairman and his colleague in the delegation reminded the British Government that what has been documented by organs of the UN Human Rights Council, Amnesty International, Human Rights Watch Reporters Without Borders is not something to be denied by wishful thinkers in Europe and that the Eritrean people deserve to be listened to. Any technical assistance to the regime in Asmara calls for absolute scrutiny in order to make sure that at least part of it reaches the people.

The EPDP delegation also urged the UK Government to heed the call for support to Eritrean political and civil society organizations so that democratic transition could be a success in post-dictatorship Eritrea. On his part, the FCO official, Mr. K. Steers, reassured the delegation that the discussions at the meeting will be duly conveyed to higher officials in FCO and in the UK Government.

 It is to be recalled that during his two-week visit to UK, the EPDP chairman, Mr. Menghesteab Asmerom, held several public and private meetings with compatriots and other interested groups.

In the public meeting of 24 January in London, he was joined by EPDP colleagues including Messrs Hamid Drar, Assefaw Berhe and Goitom Mebrahtu (see picture above).

At the London meeting, which was attended by key figures leading the struggle for democratic change in Eritrea, the EPDP chairman and his colleagues expounded in great detail in Arabic and Tigrinia the prevailing situation in Eritrea and the status of the struggle in diaspora.  

In particular, they focused the recent developments that included conferences for discussion on the problems of political transition in Eritrea and what could be done as a matter of urgency. Contents of issues raised at the recent Frankfurt and Nairobi conferences were raised for further scrutiny.

On 25 January, a delegation led by the EPDP chairman attend discussions at the UK House of Lords that was organized by Baroness G Kinnock and 'All Party Parliamentary Group on Eritrea' that advocates human and political rights in our country.

In a public meeting organized on 30 January by the youthful Zereselassie Redie in Leeds,  the EPDP chairman talked extensively on the political stands of his party, its day-to-day activities to expose the regime and mobilize the nation, with emphasis on the young generation which is expected to take over the responsibility of transforming and rebuilding the devastated country.

 The EPDP chairman and his delegation also addressed the public meeting organized in Birmingham on 31 January and discussed all hot issues being raised at Eritrean gatherings these days.

EPDP Central Council members Assefaw Berhe and Haile Woldu also availed themselves at the public meetings of London, Leeds and Birmingham to take part in further expounding responses to different questions and political issues raised by interested meeting participants, in particular the youth.

At all gatherings, discussants appreciated the EPDP for giving them the opportunity to discuss in public all what is going on in the opposition camp and what can be done next in order to shorten the suffering of the nation as a whole.

ልኡኽ ሰልፍና ምስ ኣቶ ከይ. ስቲርስ (K.Steers) ኣብ ዝገበሮ ርክብ ብዛዕባ ህልዊ ሃለዋት ሃገርናን ህዝብናን ከምኡ’ውን ብዛዕባ ሃለዋት ደምበ ተቓውሞናን ሰዲህኤ ብሰፊሑ ተመያይጦም። ልኡኽ ሰልፊ፡ ኣብ ጕዳይ ስደተኛታት ብምትኳር፡ እቲ ዝበዝሐ ኣብ ጐረባብቲ ሃገራት ከምዘሎን ናይ ኣህጕራዊ ማሕበረ ሰብ ቆላሕታ ከምዘድልዮን ጸቒጡ ተዛሪብሉ። ኣብ ኣውሮጳ ዝመጸ ኤርትራዊ ስደተኛ ብመንጽር’ቲ ኣብ ጐረባብቲ ሃገራት ክርአ እንከሎ ኣዝዩ ውሑድ ምዃኑን ነዚ ድማ ኣውሮጳ ኣፍደግኣ ክትዓጹ ቅኑዕ ከምዘይኰነን ኣስሚርሉ።

ምልካዊ ስርዓት ኢሳያስ ኣብ ልዕሊ ዜጋታቱ ዝፍጽሞ ዘሎ ፖለቲካዊ፡ ቍጠባውን ማሕበራውን ግህሰታት ሰብኣዊ መሰላት ብከም ኣምነስቲ ኢንተርናሽናል፡ ህዩማን ራይትስ ዋች፡ ዶብ ኣልቦ ጋዜጠኛታትን ኮሚሽን ምርመራ ሰብኣዊ መሰላት ሕቡራት ሃገራትን እተሰነደ ኣሉ ክበሃል ዘይከኣል ሓቂ ምዃኑ ልኡኽ ሰልፍና ኣረጋጊጹ። ስለ’ዚ፥ ንህዝቢ ኤርትራ ዝውሃብ ሓገዝ፡ ኣብ ኣገልግሎት ምልካዊ ስርዓት ከይውዕል ቍጽጽር ዘድልዮ ምዃኑ ኣትሪሩ ተማሕጺኑ።

ኤርትራውያን ስደተኛታት ድማ፡ ብሕጋዊ ኣገባብ ዝኣትውሉ ማዕጾ ክሰፍሕን ነቶም ድሮ ኣብ ኣውሮጳ ዝርከቡ ስደተኛታት ድማ፡ ናይ ተቐባልነቶም መስርሕ ክቀላጠፍን ብዘይፍቓዶም ናብ ሃገሮም ከይባረሩን ኣትሓሳሲቡ።

ኣብ ርእስ’ዚ ድማ፡ ንኤርትራውያን ተቓወምቲ ውድባትን ሲቪላውያን ማሕበራትን ምድጋፍን ምትብባዕን ንመስርሕ ዲሞክራሲ ኣብ ኤርትራ ንምዕዛዝ ኣገዳስነቱ ዓቢ ምዃኑ እውን ኣዘኻኺሩ።

ኣቶ ስቲርስ እውን፡ ነቲ እተዋህቦ ሓበሬታታትን ለበዋታትን ብምምስጋን ናብ ዝምልከቶም ኣካላት ከመሓላልፎ ምዃኑ ንልኡኽ ሰልፍና ሓቢሩ።

ጉዳይ ኤርትራ፡ ዋላኳ ከምቲ ብኣመንበር ሰደህኤ ብ20 ጥሪ 2016 ዝቐረበ መጸዋዕታ፡ ኣብ መበል 26 ኣኼባ ሕብረት ኣፍሪቃ፡ ነብሱ ዝኸኣለ ኣጀንዳ ኮይኑ ተዘይቀረበ፡ ኣብቲ ኣብ ኣዲስ ኣበባ ዝተኽየደ 6ይ ኣህጉራዊ ኣኼባ በርገሳዊ ማሕበራት ልዑል ቆላሕታ ረኺቡ እዩ። ናይዚ ኣብ ኣዲስ ኣበባ ዝተጋበአ ኣኼባ በርገሳዊ ማሕበራት ደምዳሚ መግለጺ፡ ምስ ደለይቲ ፍትሒ ኤርትራውያን ዘለዎ ርክብ ንምድልዳል ጥራይ ዘይኮነ፡ መራሕቲ ኣፍሪቃ፡ ንኤርትራ ጉቡእ ቆላሕታ ክህብዋን ክሚሽን ሰብኣዊ መሰልን ዜጋታትን ኣጽኒዑ ንክሕዞ’ውን ጸዊዑ። እቲ መግለጺ ኣተሓሒዙ ኤርትራ ከም ብዞባዊ ትካላት ዝቀርብ ውሳነታትን መፍትሕታትን ብተደጋጋሚ ዝንጸጋ ሃገር ተወሲዳ፡ ጉዳያ ናብ ኣኼባ መራሕቲ ኣፍሪቃ ክምራሕ ጸዊዑ።

ኣብዚ ኣብ ኣዲስ ኣበባ ብ21-23 ጥሪ 2016 ዝተኻየደ 6ይ ኣኼባ፡ ልዕሊ 170 ካብ 5ቲኣን ጀኦግራፊያዊ ኩርነዓት ኣፍሪቃን ኣብ ውጻኢ ካብ ዝርከቡን በርገሳዊ ማሕበራት ዝተወከሉ ተሳቲፎም ነይሮም። ናይዚ ኣኼባ በርገሳዊ ማሕበራት ዕላማ ቅድሚ መበል 26 ኣኼባ መራሕቲ ሃገራት ኣፍሪቃ ምግባኡ፡ ድምጺ ኣፍሪቃውያን ናብ ሕብረት ኣፍሪቃ ንምምጻእን መፍትሒ ሓሳባት ንምቕራብን እዩ ነይር። እዚ 6ይ ኣኼባ ኣብ መጻኢ፡ ምዕባለታት ሰብኣዊ ኩነታት ንምጽናዕ፡ ኣብ ሰብኣዊ መሰላት ዘጋጥም ብደሆታት ንምክትታል ዘኽእል ዕድል ንምፍጣርን ንጹር ናይ ሓባር ርኢቶ ንምቕራብን ዝዕላምኡ ሓባራዊ ናይ በርገሳዊ ማሕበራት መድረኽ ኣቚሙ ኣሎ። ኣብዚ ኣጋጣሚ እተን ፍሉይ ጸገም ከም ዘለወን ተወሲደን ዝተዘርበለን ሃገራት ኤርትራን ቡርንድን እየን።

እዚ ኣኼባ ኣብ መጻኢ ምስ ኤርትራውያን ደለይቲ ፍትሕን ኣባላት በርገሳዊ ማሕበራት ናይተን ጸገም ዘለወን ሃገራትን ተቐራሪቡ ክሰርሕ ምዃኑ ኣረጋጊጹ ኣሎ። ካብዚ ኣሓሊፉ እቲ ናይቲ 6ይ ኣኼባ ደምዳሚ መግለጺ ንኤርትራ ብዝምልከት እዚ ዝስዕብ ተወሳኺ ሓሳብ ኣቕሪቡ።

1፡ ጉዳይ ኤርትራ ብደረጃ ኣኼባ መራሕቲ ኣፍሪቃ ከም ኣገዳሲ ኣጀንዳ ክተሓዝን፡ ከምኡ’ውን እቲ ንሰብኣዊ መሰል ኤርትራ ብዝምልከት ብመርማሪ ኮሚተ፡ ኮሚሽን ሰብኣዊ መሰል ሕቡራት ሃገራት ዝቐረበ ጸብጻብ ተቐባልነት ክረክብ።

2፡ ኩነታት ሰብኣዊ መሰል ኤርትራ ብኣፍሪቃዊ ኮሚሽን ጉዳይ መሰልን ዜጋታትን ብግቡእ ክተሓዝን ኤርትራ ከም ኩሉ ዞባውን ዓለም ለኻውን ውሳነታትን ርኢቶታትን ብተደጋጋሚ ዝጠሓሰላ ሃገር ተወሲዳ ጉዳያ ናብ መራሕቲ መንግስታት ኣፍሪቃ ክቐርብ። ምስዚ ብምትሕሓዝ እቲ መግለጺ ግህሰት ሰብኣዊ መሰል ኣብ ኤርትራ ዝከላኸሉ ወገናት ኣበርክቶኦም ንከበርኹ ክድግፎምን ዝያዳ ከሕይሉ ከተባበዕምን ምዃኑ ዝሕብር ሓሳብ ኣስፊሩ።

Eritrea was an issue of great concern at the 6th Citizens' Continental Conference that preceded the African Union Summit in Addis Ababa, although the 26th African Union Summit failed to include Eritrea as a separate agenda item as recommended by the citizens' conference and earlier by the EPDP Chairman's memorandum of 20 January.

A final statement of the Civil Society Conference lent not only solidarity to Eritrean justice seekers but also urged African leaders to give appropriate attention to Eritrea and asked the African Commission on Human and Peoples’ Rights "to be seized of the human rights situation in Eritrea and refer the country to the AU Summit Heads of State and Government, as a country that has continuously defied all decisions and recommendations" of regional and international organizations.

Over 170 representatives of Civil Society Organizations in Africa, working in all five geographical regions of the continent, and the diaspora, attended the conference that met from 21 to 23 January 2016, in their Sixth Citizens’ Continental Conference, to bring African voices to the African Union and share with the leaders African peoples' concerns, insights and recommendations, ahead of the 26th African Union Summit of Heads of State and Government. The conference provided a forum for civil society organizations and African citizens to critically reflect on the progress to date, current challenges, gaps and opportunities in addressing Human Rights in Africa, and to share insights on what ought to be done and provide clear concise and coordinated recommendations from civil society.

Eritrea and Burundi were among the few regions treated as specific cases that needed very close attention.  

The Conference had expressed commitment to work closely with Eritrean justice seekers and other members of civil society in conflict situation countries.

The final statement added: "... On Eritrea, we call upon the African Union to: 1. Especially at the level of the Summit of Heads of State and Government, to put the human rights situation in Eritrea on the agenda and express its support to the Report of the United Nations Human Rights Commission of Inquiry on Eritrea; 2. We also call upon the African Commission on Human and Peoples’ Rights to be seized of the human rights situation in Eritrea and refer the country to the AU Summit Heads of State and Government, as a country that has continuously defied all decisions and recommendations concerning the country, made by regional and international organizations.... We commit to: 1. Lending our support to Eritrean human rights defenders in their efforts in raising awareness and ensuring promotion and protection of the rights of the Eritrean people".
