Ms Sheila B. Keetharuth, UN Special Rapporteur on Human Rights in Eritrea,  on 26 June presented her fifth and final report about the persisting "climate of repression" in Eritrea to the 38th Session of the UN Human Rights Council currently meeting in Geneva.

The bleak report underlined the fact that nothing is changing in the political and human rights situation in Eritrea where severe restriction of all basic freedoms, torture, rape, arbitrary arrests, ill treatment of prisoners and incommunicado detentions until death are ongoing crimes being committed in the country.

Sadly, all perpetrators of the extreme abuses of other humans in Eritrea are not being made accountable for their acts at home and abroad, she stressed. During the past years, the regime in Asmara arrested 90 journalists, some of whom are still languishing in little known prisons.

Ms Keetharuth, who is ending a six-year term on the Eritrea mandate, has urged the UN Council to extend this mandate of the UN Special Human Rights Rapporteur and do more to implement the Council's previous resolutions and recommendations on the alarming situation in that country.

Many country delegates and civil society activists made short interventions  supporting her report (http://webtv.un.org/search/id-sr-on-human-rights-in-eritrea-17th-meeting-38th-regular-session-human-rights-council-/5801987527001/?term=&lan=english)  and strongly recommending for more attention to the little changing Eritrean situation.

In the meantime, Eritrean human rights and pro-democracy activists attending the 38th Session of the UN Human Rights Council, continued holding side-events to highlight major human rights concerns in Eritrea.

Besides, the side-event moderated by Dr. Daniel Rezene on 25 June assessing achievements in the past few years and Eritrea's human rights challenges head, other Eritreans and supporters also organized another side-event on 26 June. Moderated by Mr. Redi Aybu of UK, the latter event was addressed by representatives of Eritrean Lowlands League (Messrs Mahmoud Adem; Ibrahim Kabushi) and the Red Sea Afar Human Rights Organization (Ismail Gabayta). They highlights the land property abuses of the regime in their respective regions and called for the attention and support of other Eritreans in addressing the land problem in post-dictatorship Eritrea. Both side-events were attended by Ms Keetharuth.

Later in the evening hours of 26 June, a number of Eritrean activists organized dinner in  honour of  Ms. Sheila B. Keetharuththe outgoing Eritrea Sepcial Rapporteur who attended the event dressed in Eritrean traditional costume. The Eritrean friends presented her a bouquet of flowers and a symbolic gift in the name of all Eritreans who appreciated her hard and good work on human rights in Eritrea.

ኣጀንዳታት ኣኼባ- ከም ወትሩ ዲሲፕሊን ሰልፊ ምኽባርን፡ ሰልፍኻ ምፍላጥ ዝብል ኣብ ቀዳማይ ደረጃ ዝስራዕ እዃ እንተነበረ፡ ኣብዚ ኣኼባዚ ግን፣ ምስዘሎ ምዕብልናታት ንምጉዓዝ ዝዓለመ፣ ሓበሬታ ብዛዕባ ህልዊ ኩነታት ሃገርናን ዞባናን፡ከምኡውን ህግደፍ ዝገብሮ ዘሎ ውደባ መንእሰያት ኣብ ዲያስፖራን ዝብሉ እዮም ብሰፊሕ ዝተታሕዙ ነይሮም።

እቶም ኣጀንዳታት ሓደ ብሓደ ተኣትዮም፡ ለውጢ ብውሽጣዊ ዲሲፕሊንን ሰልፍኻ ምፍላጥን ስለ ዝጅምር መግለጺ ድሕሪ ምቕራብ፣  ኣብቲ ዝስዕብ ኣጀንዳ ሓበሬታ ውሽጣዊ ንጥፈታት ሰልፍን ዞባናን ተኣትዩ። እቶም ቀንዲ ግዜ ዝወሰዱ ምርድዳኣት ድማ ኣብ ዞናና ዝካየድ ዘሎ ሃድሽን ቅልጡፍን ምቕይያራትን ስርርዓት ፍግደፍ ኣብመንእሰያትን ዝብሉ ሰፊሕ ናይ ልዝብን ሓሳባት ምልውዋጥን ዝወሰዱ እዮም ነይሮም። ኣኼበኛ ነቲ ሰልፍና በብእዋኑ ዝወስዶ ዘሎ ዲፕሎማስያውን ፖለቲካውን ንጥፈታትን ምምዕባል ፖለቲካዊ ባህልን ኣሞጒሱ። ብተወሳኺ‘ውን ተቓወምቲ ሓይልታት፡ ነቲ ህግደፍ ብጓይላን ጃህራን ዘብዕሎ ዘሎ መዓልቲ ነጻነት ዝመሳሰል ኣበዓዕላ ዘይኮነስ፡ ብሰሚናር ጌርካ ምብዓሉ ብዝብል ኣተሓሳስባ፡ ህዝባዊ ምጥርናፍ ፍራንክፎርትን ከባቢኡን ኣብ ፍራንክፎርት ሓባራዊ ህዝባዊ ሰሚናር ብምውዳብ ዘካየዶ ጻዕሪ፡ ንቃልስና ናህርን ኒሕን ምጥርናፍን ዘዛይደሉ ብምዃኑ ኣኼበኛ ኣሞጒሱ።

ነዚ ሕጂ ብሓድሽ ቀዳማይ ሚኒስተር ኢትዮጵያ ዝውሰድ ዘሎ ኣወንታዊ ስጉምትታት ናይ ሓድሽ ኣተሓሳስባን ግሉጽነትን ተሓታትነትን፡ ከምኡ‘ውን ጉዳይ ዶብ ኤርትራን ኢትዮጵያን ኣኼበኛ ኣሞጒሱ። ሰልፍና‘ውን ነዚ ሕጂ ብዶ. ኣቢይ ዝግለጽ ዘሎ ናይ ምትግባር ውሳኔ ኣልጀርስ ንነዊሕ ግዜ ብጽሑፋቱን ብኣኼባታቱን እናገለጾ ክመጽእ ጸኒሑ‘ዩ። መላኺ ኢሳያስ ግን፡ እዚ ብኢትዮጵያ ዝውሰድ ዘሎ ናይ ዶብ ጉዳይ ምትግባሩ ከይመለሰሉ ን2 ሰሙን ኣጽቂጡ ኔሩ፣ ኣብ መዓልቲ ዝኽረ ስዉኣት ድማ ኣተንፊሱ። ። ስለምንታይ እዚ መጸዋዕታ‘ዚ ንኢሳያስ ካብቲ ንልዕሊ 20 ዓመታት ተሓቢኡሉ ዝጸንሐ በዓቲ ናይ ምስምስ ውግእ-ዶብ ቀሊዑ ዘውጽእን ኣብ መሓንቖ ዘእትዎን ስለ ዝኾነ። እቲ ህዝቢ ክጽበዮ ዝጸንሐ ናይቲ መጸዋዕታ ምቕባል መልሲ ግን፡ ጎቦ-ጎቦ እዩ መሊሱዎ። ነቲ ዶብ ከይተሓንጸጸ ኣይንዛተን ኢና ትብል ዝነበርት መልሓሱ ተቐርጢማ፣ ኣብ ኢትዮጵያ ተፈጢሩ ዘሎ ሓድሽ ኩነታት ዘጽንዕ ልኡኽ ክሰድድ ምዃኑን፡ ንወያኔ ብምጽራፍን እዩ ገሊጹዎ። ምስ ኢትዮጵያ ክረዳዳእ ምስ ወያኔ ግን ክጻረፍ እንከሎ ግን ወያኔ‘ውን ኣካል ናይ መንግስቲ ኢትዮጵያ ምዃኖም ብርሳዕ‘ዩ። እዚ ግን ኣየገርመናን‘ዩ፡ ምልካውያን ረብሕኦም ኣብ ሰላም ዘይኮነስ ኣብ ውግእን ጽልእን ስለ ዝኾነ። እዚ ምንጥልጣል ናይ ዶብ ጉዳይ ሓደ ካብቲ ዓበይቲ ምኽንያታት ናይ ኢሳያስ መናውሒ ስልጣን ስለ ዝኾነ ቅልጡፍ ፍታሕ ክርከበሉ ይግባእ። ሽግር ኤርትራውያን ግን ጉዳይ ዶብ ጥራሕ ኣይኮነን። ቅድሚ ጉዳይ ዶብ ምጅማሩ ብ20 ሰነ 1991 ኣብ ናይ መጀመርያ በዓል መዓልቲ ነጻነት‘ውን ንህዝቢ ኤርትራ ምልካዊ ስርዓት ከም ዘቚውም ሓቡሩዎ እዩ። ብድሕሪኡ‘ውን ንህዝቢ ኤርትራ እናጨፍጨፈ‘ዩ ብፍርህን ራዕድን ምብትታንን ክገዝእ ጸኒሑ። ስለዚ ሕጂ‘ውን ጉዳይ ዶብ ጥራሕ ስለ ዘይኮነ ጸገምና ምልካዊ ስርዓት ከልግስ ከሎ ጥራሕ‘ዩ እቲ መሰረታዊ ፍታሕ። ኣብ ኤርትራ ዲሞክራስያዊ ስርዓት እንተዝትከል ኔሩ እቲ ምስ ጎረባብቲ ምንቛት‘ውን ኣይምሃለወን ኔሩ። ስለዚ እቲ ኣብ ኤርትራ ዝተፈጥረ ብዅረት ዲሞክራስያ‘ዩ ነቲ ምስ ጎረባብቲ ዘሎ ጸገም ፈጢሩዎ እምበር ብኣንጻሩ ኣይኮነን። እዚ ስለ ዝኾነ፡ ኩሉ ህዝቢ ኤርትራ ነዚ ምልካዊ ስርዓት ብምልጋስ ጥራሕ ስለ ዝኾነ መሰረታዊ ለውጢ ዝመጽእ፡ ተጠርኒፉ ተቓውሞኡ ከሐይል ከም ዘለዎ ኣኼበኛ ተማሕጺኑ።

ኣብ መወዳእታ ድማ እቲ ስርዓት ህግደፍ ንኣብ ወጻኢ ዝተወልዱ ብጀካ ንዙሮት ብምኻድ ንኤርትራ ዘይፈልጡዋ መንእሰያት ሂትለራዊ ውደባ እናወደበ ሓንጎሎም ብምሕጻብ ኣብ ወጻኢ ንዝርከቡ መንእሰያት ንከርዕድ መሳርሒ ንክኾኑዎ ዝገብሮ ዘሎ ገበን ኣኼበኛ ይነጽግ። ብተግባር‘ውን ኣብ ሆላንድ፡ ስዊትዘርላንድ፡ እስራኤልን ዓዲ እንግሊዝን ዝተገብረ ምስ ከምኦም መንእሰያት ኤርትራውያን ምጭፍጫፍ ተራእዩ‘ዩ። ስለዚ መንእሰያት ነዚ ናይ ስርዓት ህግደፍ ገበን ክነቕሑሉን ሓቢሮም ክቃወሙዎን መንእሰያት ለበዋኦም ኣቕሪቦም።

ኣኼባ ድማ ኣብ ሰዓቱ ብዝኽረ-ሰማእታት ተደምዲሙ።

ሰዲህኤ ናብ 47 ልኡኻት መበል 38 ኣኼባ ባይቶ ሰብኣዊ መሰል ሕቡራት ሃገራት ጀነቫ ኣብ ዝጸሓፎ መልእኽቲ፡ ኣብ ኤርትራ ዘሎ ኩነታት ሰብኣዊ መሰል ዋላ ሓንቲ ለውጢ ከምዘየርኣየ ጠቒሱ። ኣብዚ መልእኽቱ እዚ ኣካል ውድብ ሕቡራት ሃገራት ዝኾነ ትካል፡ ነቲ መርማሪ ኮሚሽን ሰብኣዊ መሰል ኤርትራ ዝወሰኖ ውሳነ ኣብ ምትግባር ኣድላይ ኣስተዋጸኦ ንክገብር ጸዊዑ። ምስዚ ብምትሕሓዝ ከኣ ናይቲ ፍሉይ ኣካል ሓላፍነት ንከናዋሕ ጸዊዑ።

ነዚ ጉዳይ ክከታተላ ዝጸነሓ ፍልይቲ ልእኽቲ ውድብ ሕቡራት ሃገራት ወይዘሮ ቢ ኪታሩዝ፡ ኣብዚ እዋንዚ ናይ 6 ዓመት ተልእኮአን ኣብ ምፍጻም ስለ ዝርከባ፡ ነቲ ተልእኮ ምሕዳስን ኣብ ክንደአን በዓል መዚ ምዛዝን ኣድላይ ግምት ዝወሃቦ ምዃኑ ከኣ ኣብዚ መዘክር ተገሊጹ። ምስዚ ኩነታት እቲ ናይቲ ተልእኮ ምሕዳስ ብመንግስቲ ኤርትራን ደገፍቱን ብደሆ ከጋጥሞ እዩ ዝብል ግምት ኣሎ። ወይዘሮ ኪታሩዝ ኣብ 26 ሰነ 2018 ኣብ ሰዓታት ንግሆ ኣብ መበል 38 ኣኼባ ናይቲ ባይቶ ሰብኣዊ መሰል መደረ ከስመዓ መደብ ተታሒዙለን ኣሎ።

ኣብ ርእሲ’ዚ ብ21 ሰነ 2018 ናብ ኣቶ ዘይድ ራኣድ ኣል ሁሴን ኮሚሽነር ላዕለዋይ ኮሚሽን ጉዳይ ስደተኛታት ሕቡራት ሃገራት ዝተላእከ ናይ ሰዲህኤ መዘክር፡ እቲ ልኡኽ ነቲ ተልእኮ ምሕዳስን ሓዲሽ ኣካል ምምዛዝን ጥራይ ዘይኮነ፡ ኣብ ልዕሊ እቶም ንዓሰርተታት ዓመታት ብገበን ግህሰት ሰብኣዊ መሰል ዝጥርጠሩ ላዕለዎት ሓለፍቲ ኤርትራ ኣድላይ ስጉምቲ ንክውሰድ ብትሪ ጸዊዑ።

እቲ መዘክር እቲ ባይቶ ኣድላይ ስጉምቲ ክወስድ ብዘይምጽንሑ ዘለዎ ዕቃበ ኣመዝጊቡ፡ እተን ዝሳናበታ ዘለዋ ሓላፊት ኣብ ዝሓለፈ ሽዱሽተ ዓመታት ሓላፊት ኮይነን ኣብ ጉዳይ ሰብኣዊ መሰል ኤርትራ ከይተሓለላ ከሰርሓ ንዝጸነሓ ወይዘሮ ኪታሩዝ ዕዙዝ ምስጋናኡ ኣቕሪቡ። ናይዚ መዘክር ቅዳሕ ናብ ወጻኢ ጉዳይ ምኒስተራትን ኤምባስታትን ናይተን እቲ ጉዳይ ዝምልከተን ሃገራት’ውን ተላኢኹ እዩ።

እዚ ከምዚሉ እንከሎ፡ ልኡኽ ሰዲህኤ ኣብቲ ብ25 ሰነ 2018 ጐኒንጐኒ’ቲ ናይ 26 ሰነ ጉባአ ዝተኻየደ ኣኼባ ተሳቲፉ። ኣብዚ ኣኼባ ብዛዕባቲ ፍሉይ ኣካል ሰብኣዊ መሰል ኣብ ኤርትራ ዘካየዶ ምንቅስቓስን ኣብ መጻኢ ኣብ ጉዳይ ሰብኣዊ መሰል ኤርትራ ዘጋጥም ብደሆታትን ብዝምልከት ተመያይጡ። ወይዘሮ ኪታሩዝ ኣብዚ ድሮ 26 ሰነ 2018 ዝተኻየድ ኣኼባ ኣብ ዘስመዐኦ ቃል ኣብ ጉዳይ ስብኣዊ መሰል ዝነጥፉ ኤርትራውያን ገበነኛታት ናብ ሕጊ ንምቕራብ ብመርተዖታት ዝተሰነየ ሓበሬታ ሒዞም ከይተሓለሉ ክቕጽሉ ከም ዝግበኦም ገሊጸን።

In a memorandum addressed to heads of 47 delegations of member states to the 38th Session of  the UN Human Rights Council meeting currently meeting in Geneva, the EPDP stated the situation in Eritrea has not changed even a bit in years and urged the UN body to increase efforts towards  implementing the recommendations of the Commission of Inquiry (COI) for human rights. The Council was also asked to extend the mandate of the Special Rapporteur to Eritrea.

Ms Sheila B. Keetharuth, the UN Special Rapporteur who held the mandate for the last six years, is now ending her term of service and the Council will consider renewal of the mandate and the appointment of her successor. However, the effort to renew the mandate is expected to be challenged by the Eritrean regime and its supporters. Ms Sheila Keetharuth is scheduled to address the 38th Session during the morning hours of Tuesday, 26 June.

Also addressed to Mr. Zeid Ra'ad Al Hussein, the UN High Commissioner for Human Rights, EPDP memorandum, dated 21 June 2018, briefly updated the delegations on the unchanged human rights situation in Eritrea and strongly asked the Council not only to renew the mandate of the Special Rapporteur but also to take concrete actions towards bringing to justice those Eritrean officials who were suspected of having perpetrated crimes against humanity for decades.

The memorandum, which regretted for the Council's failure so far to implement its decisions, on the other hand  expressed gratefulness for the services rendered in the past six years by the outgoing Eritrea Special Rapporteur, Ms Sheila Keetharuth.

Copies of the EPDP memorandum were sent also to foreign ministries of concerned countries and their embassies abroad.

In the meantime, the EPDP attended at UN-Geneva a side-event on Eritrea on Monday, 25 June, that discussed the achievements of the Special Rapporteur and the challenges ahead for human rights activists in regard to Eritrea. Ms Sheila Keetharuth said in her brief intervention at the side-event that human rights activists should continue their efforts to bring Eritrean human rights abusers to justice by establishing fact-finding and activity centers in many countries of the globe. 

The Eritrean People's Democratic Party (EPDP) has been in the forefront of the struggle supporting and urging efforts for peaceful resolution of the Eritrea-Ethiopia border conflict. The record is well documents in its stated positions throughout the past several years.

In this light, the EPDP supports and highly commends the bold and correct initiative of the EPRDF under the leadership of Prime Minister Dr Abiy Ahmed to resolve the border conflict without any pre-conditions and on the basis of the Algiers Agreement. EPDP also warmly salutes the steps being taken by the Ethiopian ruling party in releasing prisoners and its pledges to widen space for the full participation of political organizations, the civil associations and the mass media in the building of a better future.

The EPDP condemns in the strongest terms possible the terrorist act of 23 June 2018 at the Meskele Square mass demonstration organized in support of the new Ethiopian Prime Minister,  Dr. Abiy Ahmed. Whoever the misguided actors may be, the attempt to create chaos and nip in the bud the promising Ethiopian mass uprising for change is a failed endeavor and stands to be denounced. We are pleased that Dr. Abiy Ahmed escaped safe from the attempt to harm him, and express our sympathies to the injured persons and convey our condolences to bereaved families.   

the EPDP supports the so far positive gesture of the Eritrean regime in accepting the Ethiopian initiative for peaceful resolution of the border conflict and its decision to send a delegation to Ethiopia. However, we underline the truism that the only sure path for peace, justice, prosperity and mutual respect in the region is by ensuring a realistic opening up political space also in Eritrea to guarantee success of the rule of law, justice and constitutional governance where has been absent.

In this regard, we earnestly look for accords between the two governments that serve  the best interests of the peoples of Eritrea and Ethiopia through promoting the aspirations for peace, justice and democracy in the two countries. Needless to say, we firmly oppose agreements that give advantage to rotten authoritarian order of fear and terror in our country.

We in the EPDP also seize this opportunity to call upon our peoples to work hard to promote the their old fraternal relations. It will be incumbent upon the peoples of Eritrea and Ethiopia to critically evaluate any misunderstandings between their governments and frown upon any move that can negatively affect the people-to-people interactions.

May Peace, Justice and Democracy prevail in Eritrea and Ethiopia!!

In a statement issued at the end of a two-day meeting on 27 May, 2018, the  Executive Committee of the Eritrean People's Democratic Party (EPDP) expressed full satisfaction by the performances of party organs during the period under review and highly commended the new Ethiopian leader's conciliatory tone promising better days for the region by ending the Eritrean-Ethiopian border conflict.

The EC regular meeting was opened with expressions of good wishes to all Eritreans at the occasion of their 27th Independence Day and by paying tribute to Martyr Mohammed Asselo, EPDP Central Council member who passed away last April while on duty in the Sudan. It then studied reports of various party organs; discussed arrangements for the upcoming Eritrea Festival 2018; finalized a paper on the modalities for the implementation of the 4 June 2017 EPDP Proposal for Joint Work with other sister organizations and finally reviewed developments in Eritrea and the region.

On EPDP Performances

By reviewing activity reports of the nine EC offices during the previous four months, the meeting observed exceptionally high achievements almost in all sectors of party activities. Special mention was made of the achievements in the spheres of organizational and public diplomacy and advocacy tasks that included EPDP leadership missions to Israel and UK as well as active participations in conferences and public events in the Netherlands, Germany and Canada. Among the commended activities was the party's continued advocacy work on behalf of Eritrean refugees in many critical places like Libya and Israel.

On Ethiopian PM's Signals for Peace

On 27 May, the EC thoroughly discussed the positive gestures of the new Ethiopian Prime Minister, Dr. Abiy Ahmed, on the lingering border problem and urged his government to accept the Algiers Agreement and the ruling of the Eritrean-Ethiopian Boundary Commission (EEBC).

The EPDP leadership meeting, which was held nine days ahead of EPRDF's acceptance of the ruling, also alluded to past records and noted that the forces that eventually formed the EPDP were, from the start, of the position that the EEBC arbitration ruling was final and binding and that there was no need for another "dialogue" if not mutually agreed by both parties. The EPDP Executive Committee thus reiterated the party's resolve to continue advocating for the final resolution of the conflict peacefully.
