Responding to an oral statement of Ms Michelle Bachelet, the UN High Commissioner for Human Rights, the Eritrean envoy, Tesfamichael Gerhatu, told the plenary session of UN Human Rights on 27 February 2020 that his government deserved praise for the progress it made in giving “a dignified life” to its people.

He accused the UN official of depicting “fake crisis” about Eritrea instead of reflecting on “Eritrea’s progress in promoting equal rights and opportunities” to its people.

This was the second day that Eritrea was widely debated at the 43^rd Session of the UN HR Council with long list of speakers expressing deep concern about the continued failure of Eritrea to start changing to the better. The day’s meeting was opened by the statement of Ms Bachelet on a number of problem countries like Eritrea, Syria, Iran, Yemen, Venezuela and a few others.

She said despite the peace accord with Ethiopia and other opportunities opened to Eritrea, the civic space remains “entirely under Government control, and rights to freedom of expression, association, peaceful assembly and belief, as well as freedom of the press, are largely denied.” She also regretted about Eritrea’s failure to respond to her Office’s offer for assistance in strengthening the judiciary, rights of persons with disabilities, and rights to water and sanitation.

The UN High Commissioner for Human Rights also went on stating as follows:

“I am troubled by crackdowns on people who express even implicit criticism of the Government. For example, after Catholic bishops released a pastoral letter obliquely calling for justice and reform, 21 Catholic-run hospitals were reportedly closed down. We have also received repeated reports of arrests and detention of people for practicing their religious beliefs.

“The Government has continued to arrest scores of Eritreans for exercising their fundamental rights to the freedoms of opinion, belief and peaceful assembly, detaining many without trial, in sub-standard conditions, and often incommunicado.

“Eritrea should ensure that persons in detention are treated with humanity and dignity; release those subjected to arbitrary detention; enable fair trial guarantees; and clarify the fate or whereabouts of disappeared persons. I join the Human Rights Committee in its concern about widespread impunity regarding serious human rights violations.

“The indefinite duration and harsh conditions of military service are one of the main factors pushing many young Eritreans to leave the country. Reports indicate that some conscripts are used as unpaid or ill-paid labour. The Government has stated that reforms of conscription are planned, but no practical measures have been taken to date.”

ንሰን ኣተሓሒዘን ብኣሸሓት ዝቑጸሩ ኤርትራውያን ሃገሮም ራሕሪሖም ይስደዱ ምህላዎም ኣብ ኤርትራ ፖለቲካዊ ኮነ ሰብኣዊ ለውጢ ከምዘየለ ዘመልክት እዩ ኢለን።

ወይዘሮ ክራቨትዝ ዳርጋ ቅድሚ ክልተ ዓመት፡ ሓላፍነተን ካብ ዝርከባ፡ መንግስቲ ኤርትራ እዞም ዝስዕቡ ዝርከብዎም ክትግበሩ ዝበለኦም ሓሙሽተ ነጥብታት ኣቕሪበን ነይረን።

1. ኣብ ልዕልና ሕጋዊ ምሕደራ ለውጢ ምምጻእ
2. ኣብ ሃገራዊ ኣገልግሎት ለውጢ ምትእትታው
3. ኣብ ሲቪላዊ ናጽነት ለውጢ ምምጻእ
4. ኣብ መሰል ደቂ ኣንስትዮን ጾታዊ ማዕርነትን ዕቤት ምምጻእ
5. ዓለም ለኻዊ ትካላት ኣብ ኤርትራ ዝንቀሳቐሳሉ ኩነታት ምጥጣሕ።

ወይዘሮ ክራቨትዝ ኣብዚ ናይ ቃል ጸብጻበን፡ ኤርትራ ኣብዘን ዝተጠቕሳ ነጥብታት ዝኾነ ናይ ምምሕያሽ ምልክት ከተርኢ ከም ዘይከኣለት ኣስሚረናሉ። ኣተሓሒዘን ከኣ መንግስቲ ኤርትራ ከምቲ ኣብተን ቅድሚአን ዝነበራ ልእኽቲ ሕቡራት ሃገራት ዝገበራ ዝተራእየ፡ ንዓአን እውን ናብ ኤርትራ ክኣትዋ ከምዘይተፈቐደለን ሓቢረን

ንሰን መንግስቲ ኤርትራ ንኹለን ሃይማኖታዊ እምነታት ምጭቋኑ ከም ዝቕጸለን ኣብያተ- ትምህርተንን ሕክምናዊ ትካላተንን ከም ዝወረሰን ገሊጸን። ድሕሪቲ ገለጸአን ከኣ ኣብቲ ጉዳይ ምይይጥ ተኻይዱ።

ኣብዚ ንኩነታት ኤርትራ ብዝምልከት ዝተኻየደ ምይይጥ 22 ካብ ኣባላ ሃገራትን 4 ዓለመ ለኻዊ ዘይመንግስታዊ ትካላትን ርኢቶ ብምሃብ ተሳቲፈን። ሕብረት ኤውሮጳን ካለኦት ተዛረብትን ኣብ ባህሪ መንግስቲ ኤርትራ ሓድሽ ለውጢ ኣይረአዩን። ኣወስትራልያ፡ መንግስቲ ኤርትራ ካብቲ ዝቐረበሉ 131 ለበዋታት ዋላ ሓንቲ ናይ ምትግባር ፈተነ ዘይምክያዱ ዘይዕግበታ ኣመዝጊባ። ቫቲካን ቀጻሊ ምምይያጥ ከምዘድሊ ጠቒሳ፡ መንግስቲ ኤርትራ ግብረሰናይ ትካላት ካብ ምርሳይ ክዕቀብ ዘለዋ ተስፋ ገሊጻ። ጀርመን ከኣ ኣብ ኤርትራ ሲቪላዊ ዕድላት ይጸብብ ከም ዘሎ ኣመልኪታ። ብዙሓት ወሃብቲ ርኢቶ፡ ናይተን ልእኽቲ ሕቡራት ሃገራት ኣብ ሰብኣዊ መሰል ኤርትራ ናይ ሓላፍነት ግዜ ምንዋሕ ዘይተርፍ ምዃኑ ኣመልኪቶም።

እቲ ልሙድ ተስፋሚካኤል ገራህቱ ዝመርሖ ልኡኽ ኤርትራ፡ ልሙድ ናይ ክሕደትን ሓሶትን ቃሉ ኣቕሪቡ፡ ካብ ናይ ቨንዝዋላ፡ ኩባ፡ ራሻን ቻይናን ልኡኻት ከኣ ደገፍ ረኺቡ።

ወይዘሮ ክራቨትዝ ኣብ ዝመጽእ ዘሎ ወርሒ ሰነ ኣብ ዝካየድ መበል 44 ርክብ ናይቲ ባይቶ ሰብኣዊ መሰል ምሉእ ጸብጻበን ክቕርባ እየን። ኣብዚ ርክብዚ ጉዳየን ተራእዩ ልእኽቲ ኣብ ጉዳይ ኤርትራ ኮይነን ክቕጽላ ዝለዓለ ዕድል ኣሎ።

UN Special Rapporteur for Human Rights on Eritrea, Ms Daniela Kravetz, told the 43^rd Session of the UN Human Rights Council on 26 February 2020 that Eritrea is refusing to make any progress whatsoever in basic human rights of its own people.

She said the fact that thousands of Eritreans are fleeing their country is a “telling sign of no progress” in the political and human rights situation in the country.

Since receiving the mandate nearly two years, Ms Kravetz submitted five benchmarks that Eritrea could start making some progress. These include:

1. Showing progress in rule of law
2. Making reform on the national service
3. Progress in promoting civil liberties
4. Progress in women’s rights and gender equality, and
5. Improving operating environment for international agencies in Eritrea.

Ms Kravetz’s oral report underlined that Eritrea failed to make any progress even in these few starting benchmarks. The Asmara authorities also continued to refuse her a single visit to Eritrea as they did for six years to the previous UN Special Rapporteur, Ms Sheila Keetharuth.

She also reported that the Eritrean regime is continuing its persecution of all faiths in Eritrea and confiscating their schools and health facilities. Twenty-one delegations of member states and four international NGOs made quick interventions at the interactive dialogue on Eritrea. The European Union and many other speakers saw “no sign of change” in the behavior of the Eritrean regime; Australia regretted that none of the 131 recommendations Eritrea promised to work on have been given a try; Vatican asked for dialogue with Eritrea and hoped the regime would stop the war against charities and Germany saw civil space continually narrowing in Eritrea. A number of speakers expressed their conviction that the renewal of the mandate of the Special Rapporteur for Human Rights for Eritrea is already a given fact.

Eritrea’s envoy, the usual Tesfamichael Gerhatu, presented his usual words of denial and was supported by the delegates of Venezuela, Cuba, Russia and China.

Ms Kravetz will present her full written report at the upcoming 44^th Session of the Council in June this year which is expected review her mandate and highly probably extent it for another year.

ዋና ጸሓፊ ውዱብ ሕቡራት ሃገራት፡ ኣንተኒዮ ጉተርዝ ኣብዚ ኣኼባ ናብ ኩለን ሃገራትን ዝምልከቶም ተዋሳእት ኣካላትን ንሰብኣዊ መሰል ከም ቀንዲ ሸቶኦም ወሲዶም ስጉምቲ ንክወስዱ ናይ ተግባር መጸዋዕታ ኣቕሪቦም። እቶም ዋና ጸሓዊ ጉዳይ ሰብኣዊ መሰል ኣብ ኩሉ ከባቢ ኣብ ሓደጋ ከም ዘሎ ጠቒሶም፡ ሃገራት ሰብኣዊ መሰል ንምግሃስ ንሃገራዊ ልኡላውነት ከም መኸወሊ ምኽንያት ክጥቀማ ከምዘየብለን መኺሮም።

እቶም ዋና ጸሓፊ ንባይቶ ሰብኣዊ መሰል ሕቡራት ሃገራት ከም ቀንዲ መድረኽ ንምምይጥን ምትሕብባርን ንምዕቃብ ኩሉ ሰብኣዊ መሰል ጠቒሶም፡ እዚ ትካል ኣብ ምትግባር እቲ ግሎባላዊ መጸዋዕታ “ንተግባር ሓለዋ ሰብኣዊ መሰል” ክሕግዝ ዘለዎ ተስፋ ገሊጾም። ኣተሓሒዞም ከኣ ኣብቲ ኣብ መስርሕ ተዓንቂጹ ዘሎ ናይ ናይ ክሊማዊ ለውጢ ስግኣት ስጉምቲ ክወስድ ጸዊዖም።

ናይቶም ዋና ጸሓፊ 10 ናይ ተግባር ነጥብታት፡ ንጉዳይ ምኽባር ሰብኣዊ መሰል ወሲኽካ፡ ቀጻሊ ልምዓት፡ ምክልኻል ጐንጺ፡ ጾታዊ ማዕርነት፡ ናጽነት ሓሳብካ ምግላጽን ሲቪላዊ ማሕበረሰብን ካለኦት ኣገደስቲ ዛዕባታትን ይርከብዎም። ኣብቲ ኣኼባ ኩሎም መደርቲ ሓደ ድሕሪቲ ሓደ ኣብ ዝሓለፈ 75 ዓመታት ብኣካላት ሕቡራት ሃገራት ክካየዱ ዝጸንሑ ርክባትን ኣብቲ ርክባት ዝሓልፉ ዝነበሩ ውሳኔታት ንክትግበሩ ጸዊዕም።

Started with addresses by the UN Secretary General; the current presidents of the UN General Assembly; the UN High Commissioner for Human Rights as well as a long list of 100 high-level guests from several countries and organizations, the 43^rd session of the 47-member UN Human Rights Council opened on Monday, 24 February, with promises for commitment to promote human rights and save the planet.

UN Secretary General Antonio Guterres launched a “call to action” to all countries and actors to do their utmost in order to promote human rights as the “highest aspiration” of humanity. He said human rights are under assault everywhere and advised that nations should not make pretexts of state sovereignty to violate all types of human rights.

He called the UN HR Council “the fulcrum for international dialogue and cooperation to advance all human rights” and hoped that it will help in the global call for action to promote peoples’ rights and take action on the threats being posed by climate change.

The Secretary General’s seven-point action plan including linking human rights to issues like sustainable development, prevention of conflicts, gender equality and freedom of expression and civil society, among other things. Speakers after speaker reiterated the urgency of seriously implementing the long list of conventions and resolutions adopted by the UN system during the past 75 years.

This 43 UN HR Council session will last till March 20. Ms Daniel Kravetz, the UN Human Rights Rapporterur for Eritrea, is scheduled to present her oral report on 26 Febuary 2020 that will be followed by an interactive dialogue at the plenary session.

እቲ ካልእ ኣኼባ ባይቶ ዝተዛረበሉ ብሓፈሻ ኣብዚ ከባብና ዝምዕብል ዘሎ ኩለ-መዳያዊ ምዕብልናታት፡ ብፍላይ ከኣ ንኤርትራን ኢትዮጵያን ኣብ ዘራኽብ ተርእዮታት ብዝምልት ነዚ ዛዕባዚ ክከታተሉ ብዝጸንሑ ኣባላት ባይቶ ዝቐረበ ሰፊሕ ሓበሬታዊ ጸብጻብ ሰሚዑ፡ ኣብ መጻኢ ብኸመይ ክተሓዝ ከም ዝግበኦ ከኣ ኣመላኺቱ። ኣብዚ እዋንዚ ኣብ ኢትዮጵያዊ ፖለቲካዊ ዓውዲ፡ መቆራቖሲ ኮይኖም ዘለዉ ዛዕባታት ብዙሓት ምዃኖም ዝጠቐሰ እዚ ኣኼባ፣ ዝያዳ ዘተኮረሉ ነቲ ኣብ ልኡላውነት ኤርትራ ተጽዕኖ ዝፈጥር ዘሎ ተርእዮ ዝምልከት ምዃኑ ጠቒሱ ዝያዳ ተዛሪብሉ። ባይቶ ኣብዚ ዛዕባዚ ነቲ ኣብ ልኡላውነት ኤርትራ ዘይዋገ ወገን ኢትዮጵያ ከም ዘተባብዕን ምስኡ ዝህልዎ ዝምድና ከደልድል ከም ዝግበኦን ኣቃሊሑ።

ኣኼባ ኢሳያስ ካብ ኤርትራዊ ዛዕባ እንዳሃደመ፡ ኣብ ጉዳይ ኢትዮጵያ ኢዱ የእቱ ከም ዘሎ መዚኑ። ብዛዕባ ነዚ ጦሎቕሎቑ ብዝተፈላለዩ ወገናት ዝወሃብ ዘሎ ግብረ- መስልሲ ከኣ ዳህሲሱ። እዚ ተግባር ኢሳያስ ህዝቢ ንኤርትራ ኣብ ሓደጋ ዘእቱ ምዃኑ ብምምልካ ህዝቢ ባዕሉ ክቃለሶ ከም ዝግባኦ ጸዊዑ። ብዘይካዚ ጉዳይ ምድላው መጻኢ ፈስቲቫልን ኣብ ኣባላት ሰልፊ ክግበር ተታሒዙ መድረኻዊ ጐስጓስን ብዝምልከት እውን ከም ሓበሬታ ብዝርዝር ቀሪቡ። ፍሉይ ኣኼባ ሰልፊ፡ ኣባላት ሰዲህኤን ተደግፍቱን ክሳብ ሕጂ ንዘበርከትዎ ንኢዱ፡ ንመጻኢ እውን ኣበርክተኦም ከዛኡዱ ጸዊዑ።

ብመሰረት ቕዋም ሰልፊ ዲሞክራሲ ህዝቢ ኤርትራ፡ ማእከላይ ባይቶ ድሕሪ ጉባአ ዝለዓለ ስልጣን ኮይኑ፡ ኣብ ዓመት ሓደ ግዜ ስሩዕ ኣኼባኡ የካይድ፡ ከም ኣድላይነቱ ከኣ ፍሉይ ሓበሬታዊ ኣኼባታት የካይድ።

ህዝባዊ ወያነ ሓርነት ትግራይ (ህወሓት) ብ19 ለካቲት 2020 መበል 45 ዝኽሪ ምምስራቱ ኣብ ዓለም-ለኸ ስታድየም ከተማ መቐለ “መስመርና ኣጽኒዕና ንመኸተ” ኣብ ትሕቲ ዝብል መሪሕ ጭረሖ፡ ብድምቀት ኣኽቢሩ። ኣብዚ በዓል ኣባላት መሪሕነት ህወሓትን ክልላዊ መንግስቲ ትግራይን፡ ብኣሸሓት ዝቁጸሩ ነበርቲ ከተማ መቐለን ከባቢኣን፡ ካብ ዝተፈላለዩ ከባብታት ኢትዮጵያ ዝኸዱ ኣካላት ፈደራላዊ ሓይልን ወከልቲ መንግስቲ ሱዳንን ተሳቲፎም።

ኣቦመንበር ሕወሓትን ምክትል ፕረሲደንት ክልላዊ መንግስቲ ትግራይን፡ ዶ/ር ደብረጽዮም ገብረሚካኤል ኣብቲ በዓል ኣብ ዘስምዕዎ ቃል፡ እዚ ግዜ ናይ ምውሳን እዋን ምዃኑ ጠቒሶም፡ ሕጋውነቱ ዝውዳእ ዘሎ ፓርላማ ኢትዮጵያ ሓላፍነቱ ከይዝንግዕ ኣዘኻኺሮም።

ኣብዚ በዓል ካብ ግዜ ኣኽሱም ጀሚሩ ክሳብ ሎሚ ትግራይ ትሓልፎ ዘላ ናይ ስልጣነ፡ ጥበብን ፖለቲካን መስርሕ ዘመልክት ሰፊሕ ምርኢት ቀሪቡ። ብዘይካዚ ናይ ትግራይ ፍሉይ ሓይልን ፖሊስን ወተሃደራዊ ሰልፊ ኣቕሪቦም። ብኣሸሓት ናይ ዝቑጸሩ ሰማእታት ትግራይ ኣሳእል ከኣ ብሰልፊ ቀሪቡ። ኣካለ ስንኩላት ብረታዊ ቃልሲ ህወሓት እውን ተሰሊፎም።

እዚ በዓል ቅድሚ ኣዋርሕ ጀሚሩ ኣብ ኩለን ከተማታት ትግራይ ክኽበር ዝጸንሐ ክኸውን እንከሎ፡ ኣብ ድሮ እዚ በዓል ከኣ ኣብ ከተማ መቐለ፡ ካብ ምጅማር ብረታዊ ቃልሲ ህዝቢ ትግራይ ክሳብ ሎሚ ዘሎ ፖለቲካዊ ምዕባለ ኢትዮጵያ ብሓፈሻ፡ ብፍላይ ከኣ ንግደ ትግራይ ኣብቲ መስርሕ ዝድህስስ ኮንፈረንስ ኣብ ከተማ መቐለ ተኻይዱ።

ብኻልእ ወገን ከኣ፡ ነቲ በዓል ብዝምልከት ብማእከላይ ኮሚተ ሕወሓት ኣብ ዝወጸ ሰፊሕ መግለጺ፡ ንኤርትራ ኣብ ዝምልከት እዚ ዝስዕብ ኣስፊሩ።

“ዝኸበርካ ህዝቢ ኤርትራ፡ ህዝቢ ትግራይን ህወሓትን ኣብ ሕቶ ህዝቢ ኤርትራ ተዋግዮምን ተጋግዮምን ከምዘይፈልጡ ትርደኦ ኢኻ። ሓቢርና ብዝኸፈልናዮ መስዋእቲ ንስርዓት ደርጊ ደምሲስና ናይ ሓባር ዓወት ዓቲርና ኢና። ናይ ቃልስኻ ቀንዲ መንቀሊ ዝኾነ መሰል ርእሰ-ውሳነኻ ኣረጋጊጽካ ኢኻ። በዚ ከኣ ህወሓትን ህዝቢ ትግራይን ይሕበኑ። ይኹን እምበር ኣብ ዝሓለፉ 20 ዓመታት ምኽንያታዊ ኣብ ዘይኮነ ውግእን ጐንጽን ኣቲና ኩልና ኣድላይ ዘይነበረ ዋጋ ከፊልና ኢና። እዚ ዝገደፎ በሰላ ቀሊል ከምዘይኮነ ከኣ ኩልና እንግንዘቦ ሓቂ እዩ። ሎሚ ግና ናይ ሓባር ጠቕምናን ዝምድናናን ብምሕዳስ ናይ ሓባር ዕብየትና ምውሓስ ናብ ዘኽእል ከነሰጋግሮ ህወሓት ደጊሙ መጸዋዕታኡ የቕርብ።”

ኣብ መኽፈቲት እቲ ብ18 ለካቲት 2020 ኣብ ጀነቫ ዝተኻየደ ንሰብኣዊ መሰልን ዲሞክራስን ዝምልከት ኣኼባ ኤርትራ ኣብ ዝርዝር እተን በደል ግህሰት ሰብኣዊ መሰል ዝፈጽማ ሃገራት ተጠቒሳ። ምስ ኤርትራ ኣብቲ ዝርዝር ዝሰፈራ፡ ሰሜን ኮርያ፡ ቨንዙዋላ፡ ኢራን፡ ሩሲያን ካለኦት ጨቆንቲ መንግስታትን እየን። ምስዚ ብዝተተሓሓዘ እዘን ሃገራት ኣባላት ባይቶ ሰብኣዊ መሰል ሕቡራት ሃገራት ምስ ኮና እውን ካብዚ ተግባራተን ከምዘይተቖጠባ ተጠቒሱ። እዘን ሃገራት ብዘይ ሕፍረት ነቲ ኣብዚ እዋንዚ ቻይና ኣብ ልዕሊ ሃይማኖት ምስልምና ዝኽተሉ ብሚልዮናት ዝቑጸሩ ኣባላት ኡይግሁር ብሓይሊ ኣብ መደበ ንምስፋር ትገብሮ ዘላ ምንቅስቓስ ምድጋፈን ከኣ ብፍሉይ ኣብዚ ኣኼባ ተጠቒሱ።

ኣቶ ሂለል ኑየር ፈጻሚ ዳይረክተር ሓለዋ ሕቡራት ሃገራት፡ ኣብ መኽፈቲ እቲ ኣብ ጀነቫ ዝተጋብአ ኣስታት 700 ሰባት ዝተሳተፍዎ ርክብ ቃል ኣስሚዖም። ንሶም ብስም እተን ነዚ ቅድሚቲ እቲ ብ24 ለካቲት ክሳብ 20 መጋቢት 2020 ዝካየድ ዓመታዊ ኣኼባ ዘዳለዋ 25 ዓለም ለኻውያን ዘይመንግስታዊ ትካላት እዮም ቃል ኣስሚዖም። ዳንየል ክራቨትዝ ሓላፊ ናይቲ ንሰብኣዊ መሰል ኣብ ኤርትራ ብዝምልከት ዝከታተል ኣካል ሕቡራት ሃገራት ኣብ መበል 43 ዓመታዊ ኣኼባ ባይቶ ሰብኣዊ መሰል ሕቡራት ሃገራት ናይ ቃል ጸብጻብ ከቕርቡ ትጽቢት ኣሎ።

ኣብዚ ንሓደ መዓልቲ ዝተኻየደ መበል 12 ርክብ ጀነቫ፡ ተሓለቕቲ ዲሞክራሲ፡ ግዳያት ግህሰት፡ ምሁራትን ኣገደስቲ ባእታታትን ቃል ኣስሚዖም። ኣብ ከምዚ ኣኼባ ዝሳተፉ ሲቪል ማሕበረሰባት፡ ምስኣቶም ግዳያት ግህሰት ወይ በዚ ጉዳይ ተኣሲሮም ዝነበሩ የሳትፉ እዮም። ኣብዚ ዓመትዚ ኣፍሪቃ፡ ብግዳያት ግህሰት ሰብኣዊ መሰልን ተኸላኸልቲ መሰልን ካብ ማላውን ዲሞክራስያዊ ሪፓብሊክ ኮንጎን እያ ተወኪላ።

እቲ ኩሉ ግዜ ዘሕዝን ኣብዚ ርክብ ካብ ኤርትራ ነቲ ኣብ ሃገርና ዘሎ ኩነታት ግህሰት ከቃልዕ ዝኽእል ሲቪላዊ ማሕበር ወይ ግዳይ ዘይምንባሩ እዩ።
