بيان الرئيس حول ما ورد بموقع مسكرم

 

في الثاني عشر من يناير 2018م اطلعنا بموقع مسكرم علي بيان ينتحل اسم حزبنا، لذا وجب علينا التوضيح.

 

حزب الشعب الديمقراطي الارتري لا يجيز دستوره ولا برنامجه السياسي وأهدافه، كما لا ينتخب أو يقيل قيادته إلا من خلال مؤتمراته. وفي مؤتمره الثاني المعقود في يوليو 2015م أجاز برنامجيه السياسي والتنظيمي، وانتخب بطريقة ديمقراطية قيادة تتكون من 33 عضواً عاملاً و4 مناوبين. من هؤلاء السبع وثلاثين عضواً بالمجلس المركزي للحزب خمس فقط تقدموا باستقالاتهم وانضموا الي المجموعة المنشقة صاحبة البيان المنتحـِـل لاسم الحزب.

 

حزب الشعب الديمقراطي الارتري ليس حزباً يتيماً يبحث عن أب كما زعم موقع مسكرم، بل حزب حي ونشط يملك كافة مقومات الشرعية والاستمرارية، فهو يتمتع بامتلاك النصاب الشرعي الذي يلبس كافة قراراته ثوب الشرعية السياسية والقانونية حيث تضم هيئته التشريعية أكثر من ثلثي عضوية القيادة، مالياً له حسابات بنكية تتمتع بالحصانة المصرفية، اعلامياً له جهاز اعلامي ضخم يضم كافة الوسائل السمعية والبصرية، تنظيمياً يتمتع بعضوية وفروع مترامية الأطراف قائمة بنشاطاتها وواجباتها التنظيمية والسياسية علي أكمل وجه، دبلوماسياً يملك أنشطة وهيئات وبعثات دبلوماسية تغطي جميع أصقاع العالم.

   

حزبنا لا يعترف بمسرحيات تلك الطغمة غير المستندة الي أي شرعية ولا بما يترتب علي نشاطها التضليلي وما تنتحله أو ترتكبه باسمه من أنشطة اعلامية أو سياسية غير مسنودة بأي مبررات شرعية تخولهم تمثيل الحزب في أي منبر من المنابر.

 

نريد أن نوضح لشعبنا أن معظم من شاهدنا صورهم بالموقع المذكور والذين يدَّعون أنهم قيادة الحزب قلة قليلة نصبت نفسها قيادة غير منتخبة من مؤتمر، يقيم معظم أتباعها بامريكا، وبعد أن ظلت لفترة طويلة تعكر صفو الحياة الحزبية المنضبطة ها هي اليوم قد اختارت الانقسام بعد أن يئست من تحقيق أهدافها المريضة، ولا يحمل هؤلاء المنشقون من سمات الانتماء لحزبنا سوى كونهم أعضاء سابقون بالحزب.

 

نحن لا نود الحديث عن 21 عضواً زعموا أنهم أعضاء مجلسهم المركزي لأننا لم نتعرف عليهم بعد.

    

حزب الشعب الديمقراطي الارتري وإن كان لا يعترض طريق من ترك الحزب طواعيةً وأسس أو انضم الي حزبٍ آخر واختار له الاسم الذي يروقه، إلا أنه في الوقت ذاته يرفض بشدة أن يقوم ذلك الشخص أو الكيان بنشاطات تضليلية وغير شرعية منتحلاً صفة الحزب أو اسمه أو اسم أي جهاز من أجهزته الرسمية.

 

من جهتنا نناشد الشعب الارتري الصامد أن ينبذ ويدين مثل هذه التصرفات الصبيانية الملتوية والمخالفة للقوانين والقيم الفاضلة وأن يصطف خلف القوى الساهرة علي المبادئ الديمقراطية ويساندها بكل ما يملك.

 

لا نصر ولا مكسب يتحقق بالانقسام

ሰልፊ ዲሞክራሲ ህዝቢ ኤርትራ (ሰዲህኤ) በቲ መንግስቲ ሆላንድ ብ17 ጥሪ 2018 ኣብ ልዕሊ ኤርትራዊ ኣፈጻሚ ጉዳይ ዝተወስደ ስጉምቲ  ምስጋናኡ ገሊጹ። እቲ ኣፈጻሚ ጉዳይ ኤምባሲ ካብ ሆላንድ ንክስጎግ ዝተወሰኖ ብሰንክቲ ዲፕሎማስያዊ ሕጊ ጥሒሱ ኣብታ ሃገር ካብ ዝነብሩ ኤርትራውያን ናይ ኣታዊኦም 2% ቀረጽ ከኽፍል ዝፈጥሮ ብዝነበረ በደልን ካልእ ዘይሕጋዊ ተግባራትን እዩ።

 

እቲ ብ18 ጥሪ 2018 ናብ ወጻኢ ጉዳይ ሚኒስትሪ ሆላንድ ዝተላእከ መልእኽቲ ሰዲህኤ፡ ናይታ ሃገር ወጻኢ ጉዳይ ሚኒስተር ሃልበ ዚጅስተራ ነቲ ብስም ሰልፍን ኩሎም ተመሳሳሊ ስጉምቲ ዝጽበዩ ኤርትራውያንን ናብ መንግስቲ ሆላንድ ዝተላእከ ሰላምታ ከመሓላልፍሉ ሓቲቱ። ኣተሓሒዙ ድማ ኣብ ልዕሊ ወጻዒ መንግቲ ኤርትራን ኣብ መላእ ዓለም ካብ ኤርትራውያን 2%  ኣገዳዲ ግብሪ የኽፍሉ  ዘለዉ ኣካላቱን ተመሳሳሊ  ስጉምትታት ክውሰድ ዘለዎ ተስፋ ገሊጹ።

 

መልእኽቲ ሰዲህኤ ምስዚ ብምትሕሓዝ፡ በቲ ካብ ነዊሕ ግዜ ትጽቢት ዝተገብረሉ ኣብ ልዕሊቲ ኤርትራዊ ጉዳይ ኣፈጻሚ ኣቶ ተኸስተ ገብረመድህን  ብዝተወስደ ስጉምቲ ብስም እቶም ነዚ ስጉምቲ ክጽበዩ ዝጸንሑ፡ ቅሳነት ከም ዝተሰመዖ ገሊጹ። ብመንጽር እዚ ነቲ ተግባር “ዓብይ ስጉምቲ ንቕድሚት” እዩ ኢሉ፡ ካለኦት ሃገራት ኤውሮጳ ነዚ ስጉምቲ ክም ኣብነት ወሲድን ክስዕበኦ ዘለዎ ትጽቢት ገሊጹ

 

እቲ መልእኽቲ ኣተሓሒዙ ንግስነት ሆላንድ መንግስቲ ኣስመራ ዘይሕጋውን  ካብ ሃገሩ ወጻኢ’ውን ዘይሕጋውነት ከስፋሕፍሕ ዝሰርሕን ምዃኑ ኣዘኻኺሩ። ብመንጽር እዚ ናይ ሆላንድ ፓርላማ፡ ናይ ፍርዲ ኣካላትን ካቢነትን ንግጉይ ኣሰራርሓ ኣካላት መንግስቲ ኤርትራ ንምቁጽጻር ክሰርሕዎ ዝጸንሑ ኣብነታዊ ምዃኑ ኣስፊሩ። ብመንጽር እዚ ኣብ ልዕሊቲ ዓመጸኛ ዝተወስደ ስጉምቲ ዓብይ ስጉምቲ ንቕድሚት እዩ ኢሉ።

The Eritrean People's Democratic Party (EPDP) sent a message of gratitude to Holland for its Government's action on 17 January rendering the Eritrean Charge d'Affaires in the Hague persona non grata for his continued abusive practices related to collection of the illegal 2% tax and threats to Eritreans in performing its illicit collections.

 

The EPDP message, addressed to Dutch Foreign Ministry in the early hours of 18 January 2018, request Foreign Minister Halbe Zijstra to kindly convey  to the people and Government of Holland the gratitude and salutations of the  EPDP  sent on behalf of its rank and file and "many suffering Eritreans who are waiting similar and, hopefully also more stern, measures against the abusive regime and its agents who continue to extort 2% taxes and other illegal collections from Eritreans around the globe". 

 

The EPDP message further expressed "heartfelt delight and sigh of relief" on behalf of many for this long awaited action against the Eritrean Embassy Charge d'Affaires, Mr. Tekeste Ghebre-Medhin. It terms the measure "a great step forward" and hoped that the rest of Europe and others "will emulate this appropriate example".

 

The message added: "As the Kingdom of the Netherlands knows it well, the regime in Asmara is lawless and constantly works to spread its lawlessness beyond its territory.  What the Dutch Parliament, your judiciary system and the Dutch Cabinet have been doing to check the abuses of the agents of the Eritrean regime were always commendable. And now, this action against the abusive Charge D'Affaires is a great step forward."

Liberal government to announce new ‘responsible enterprise’ watchdog

The Liberal government is increasing pressure on Canadian companies to respect human rights abroad with the launch of a new ombudsperson focused on corporate social responsibility.

The office will also be given investigative powers and can recommend federal sanctions, such as the withdrawal of consular services and future support from Export Development Canada. It can also make public, non-binding recommendations to companies such as whether to pay compensation, deliver an apology or cease specific activities that triggered the initial concerns.

International Trade Minister François-Philippe Champagne will make the announcement Wednesday at the Global Affairs department's headquarters in Ottawa.

 

The position will be called the Canadian Ombudsperson for Responsible Enterprise and Ottawa is billing it as the first of its kind in the world.

The new position is expected to represent a significant expansion of the current counsellor position at Global Affairs, which has played a mediator role in relation to complaints involving Canadian mining, oil and gas companies operating abroad.

 

According to a senior government official, the new office will have expanded authority to review the operations of Canadian companies in the textiles and garment sector, with the potential for adding other sectors in the future.

In 2013, Loblaw-owned apparel company Joe Fresh faced intense scrutiny of its overseas operations after a garment factory in Bangladesh collapsed, killing 1,134 workers and injuring 2,500 others.

Various Canadian mining companies have also faced controversy in recent years over alleged human rights allegations abroad.

The new position will have stronger enforcement powers and greater independence from government, the official said, although further details will be unveiled by the minister.

Liberal MP John McKay, who has worked with advocates for over a decade to improve government oversight of alleged human rights abuses by Canadian companies abroad, said he's pleased the new office is going ahead.

 

"This is a big step up," he said. "Canadians have felt that something had to be done, that this was unacceptable behaviour on the part of Canadian companies, affecting our international brand but also affecting how Canadians perceive themselves. So it's really a testimony to a lot of hard work by a lot of activists."

The new ombudsperson will work with a committee of multisector advisers, led by human rights professor John Ruggie, that will help the office decide which allegations should be investigated.

Pierre Gratton, president and chief executive officer of the Mining Association of Canada, said the association is supportive of the government's efforts and the fact that the focus will be expanded to other sectors.

Mr. Gratton said the role of a special advisory committee is based on recommendations from his association. He questioned, though, how an investigation by a Canadian ombudsperson might work in practice. The new office will likely face difficult situations abroad that may also involve investigations under way by local police or even allegations that involve local authorities.

"We have always had reservations about how, in practical terms, any kind of extraterritorial investigatory function would work, and we'll continue to have those concerns," he said. "If that's the direction they're going in, we'll have to see how it works, and if it works."

Mr. McKay, who will be attending the government announcement, acknowledged that this will be a challenge for the new office.

 

"I don't think that this will be entirely easy," he said. "You're operating in countries where the rule of law might be casual. You're also operating in environments where maybe more than one person wants the facts to be buried and it will create its own challenges, I don't doubt that."

Canadian Labour Congress president Hassan Yussuff said the investigative role of the ombudsperson shows the office will have "real teeth," in contrast to the existing position.

Mr. Yussuff said he expects Canadian unions and non-government organizations will take worker complaints to the ombudsperson for investigations.

"We welcome this decision enthusiastically," he said. "We're hoping it will give some meaning to the human rights commitments we make about how Canadian companies should behave abroad."

ናይ ትብዓት ዘይኮነስ፡ ናይ ስግኣት’ዩ

ኣቶ ኢሳይያስ ኣፈወርቂ ከምቲ ናይ ቅድሚ ሕጂ ብዙሕ ቅድመ-ምውዕዋዕ ዘይተገብረሉ ብ14 ጥሪ 2018 ምስተን ኣብ ኤርትራ በይነን ብሒተን ዘለዋ ሚድያታቱ ቃለ መጠይቕ ኣካይዱ። እዚ ዘካየዶ ቃለመጠይቕ ፍሉይ ዝገብሮ ኣቐዲምካ ናይ ሰማዕትን ተዓዘብትን ናይ ተኸታተሉ መጸዋዕታ ዘይተገብረሉ ምንባሩ ጥራይ ዘይኮነ፡ ብዘይተለምደ ኣገባብ ብቐጥታ ኣብ ኤርትራዊ ዘይኮነ  ዞባዊ ዛዕባ እዩ ኣትዩ። ናይዚ ምኽንያት ድማ ህልዊ ዞባዊ ወጥሪ ዝያዳቲ ኤርትራዊ ስግኣት ስለ ዘሕደረሉ ምዃኑ ብዙሓት ተዓዘብቲ ዝሰማምዕሉ እዩ።

እዚ ቃለመጠይቕ ዝተገብረሉ ግዜ በቲ ሓደ ወገን ኤርትራ እትርከበሉ ብሳዑዲ ዝምራሕ፡ በቲ ካልእ ወገን ድማ ሱዳን እትርከበሉ ብቐጠር ዝምራሕ ጋንታት ዘሎ ምፍጣጥ ናብ ከባቢ ቀይሕ ባሕርን ቅርኒ ኣፍሪቃን ዘሳፍሓሉ እዩ። ነዚ ምትእስሳራት ኣብዚ ከባቢና ክንዕዘቦ እንከለና ኤርትራን ግብጽን በቲ ሓደ ወገን፡ ሱዳንን ኢትዮጵያን ድማ በቲ ካልእ ወገን ኮይነን ዝጠማመታሉ ዘለዋ ኩነታት እዩ። ኣብ መንጎ ኤርትራን ኢትዮጵያን ዘሎ ኩነታት ነዊሕ ዕድመ ዘለዎ ህይወትን ንብረትን ዝዓነወሉ ምዃኑ ርዱእ እዩ። በቲ ካልእ ወገን ኣብ መንጎ ግብጽን ሱዳንን ብዙሕ  ምኽንያታትን ነዊሕ ዕድመን ዘለዎ ምስሕሓብ ሕጂ ድሕሪ ኣብ መንጎ ሱዳንን ቱርክን ዝጸንሐ ዝምድና ምሕዳስ ተወሲኽዎ መሊሱ ዝዓረገ እዩ።

ኣብ ከምዚ ኩነታት ኣቶ ኢሳይያስ ከምዚ ዝተኸታተልናዮ ትሕትና ዘለዎ ዝመስል ቃለ መጠይቕ ክህብ ዘገደድዎ ስግኣታት ብዙሓት ምዃኖም ናይ ብዙሓት ነቲ ቃለመጠይቕ ዝተኸታተልዎ ግምት እዩ። ብውሽጣዊ ዓይኒ ክረአ እንከሎ ኣብዚ እዋንዚ ህዝቢ ኤርትራ ምሒር ግዝኣት መሪርዎ ኣንጻር ህግደፍ ብግሁድ ትንዕምንዕ ዝጀመረሉ እዋን እዩ። እዚ ሓደ መመሊሱ ዝመውቕ ዘሎ ስግኣት እዩ። ብዘይካዚ ኤርትራ ምስ ጐረባብታ ዝነበራ ዝምድና ካብቲ ዝነበሮ ጸቢብ መሊሱ ጸቢቡ ምስ ኢትዮጵያ፡ ሱዳን፡ ጅቡትን የመንን ዘራኽባ ዶባት ዕጽዊ እዩ። ካብዘን ሃገራት ናብ ኤርትራ ዝመጽእ ነገራት የለን። ካብ ኤርትራ ናብኣተን ዝኸይድ’ውን የለን። እዚ ዕጽዊ ኩነታት ነቲ ኣብ ኤርትራ ዝጸንሐ ውጡር ቁጠባዊ ኩነታት ናብ ኣዝዩ ዝተወጠረ ከደይቦ ግድን እዩ። እዚ ወጥሪ’ዚ ነቲ ኣብ መንጎ ህግደፍን ህዝቢ ኤርትራን ዘሎ ወጥርን ሰዓቦ ጉተቶን መሊሱ ከም ዝውጥሮ ፍሉጥ እዩ። ምናልባት ጐንጺ እንተተፈጢሩ ከኣ ህዝቢ ኤርትራ ብጉልባብ ምዕቃብ ልኡላውነት ዕድመ ኣቶ ኢሳይያስ ኣብ ስልጣን ከናውሕ ኢሉ ክዋግ ዝህልዎ ቅሩብነትን ዓቕምን ንኣቶ ኢሳይያስን ጉጅለኡን ዘቕስኖም ኣይኮነን።  ኣንጻሩ ዘይምለስ ማዕበል ከይፍጠር’ውን ዘየስገኦ ኣይኮነን። እዚ ዘንጸላሉ ዘሎ ስግኣት ናብ ጕንጺ እንተማዕቢሉ ኤርትራ ዓውዲ ውግእ ናይ ምዃን ዕድላ ሰፊሕ ስለ ዝኸውን ዞባዊ ተሓታቲ ዝኸውን ንሱ ስለ ዝኾነ ካልእ ስግኣት ኣብ ልዕሊ ስግኣት ዝድርበሉ እዩ።

ኣቶ ኢሳይያስ ኣብዚ ቃለመጠይቑ  ገበኑን ፍሽለቱን ኣቐሚጡ ብዛዕባ ዝተፈላለዩ ወገናት ተወራዝዩ። ነቶም ደቂ ጋንታኡ ድማ ክዘርየሎም ሰሚዕና። በቲ ካልእ ወገን ንሱዳን ሸምጢጥዋ። ብዛዕባ ኢትዮጵያ እውን ብዙሕ ተመጻዲቑ። ብዛዕባ ኢትዮጵያ ዝያዳ ኢትዮጵያውያን ከም ዝፈልጥን ከም ዝሓልን ብዙሕ ሸንዳሕዳሕ ኢሉ። ኣብ ዝሓለፈ ዓመታት ዝነበሮም ዕድል ኣይሰርሕሉ እንዳበለ ከኣ ንብዙሓት መንግስታት ጠቅይሎም። ከም በዓል ሱሌማን ዘዝመተረሎም ዝኹልሱ ዘይኮነ፡ “ንስኻኸ ነቲ ዝባኸነ ዓመታት ድሕሪ ናጽነት እንታይ ጌርካሉ?” ኢሉ ዝሓቶ እንተዝርከብ መልሱ እንታይ መኾነ እንድዒ። እዚ ኩሉ ተደሚሩ እምበኣር ብዛዕባቲ ንሱ ብቐጥታ ዝሕተተሉ ኤርትራዊ ኩነታት ዝዛረበሉ ትብዓትን ባህርን ስለ ዘየብሉ፡ ህዝቢ ኣብ ክንዲ ናብ ውሽጢ ናብ ደገ ንክርኢ ዝመሃዞ ምጥምዛዝ እዩ።

ኣብዚ ቃለመጠይቑ፡ ንሓንሳብ “ጐረቤት” ንሓንሳብ “ጎደቦ” ዝብሉ ቃላት እንዳደጋገመ ብዛዕባ ኣገዳስነት  ንዝምድና ምስ ጐረባብቲ ሃገራት ቀዳምነት ምሃብ ካብቲ ግዜኡ ዝነወሐ ዝወሰደሉ ነይሩ። ኣብዚ ግና ንሱን ጉጅለኡን ብሰንኪ ዘይዕጉስ ባህሪኡ ኣብ ዝተፈላለየ ግዜ ምስ ኣርባዕቲአን ጐረባብቱ ሃገራት ውግእ ዝኸፈተን ክሳብ ሕጂ ምስ ኩለን ውሕስነት ዘለዎ ስኒት ዘየብሉን ምዃኑ ክዝንጋዕ የብሉን። እቲ ካልእ ዘሕዝን፡ ዕዮ ገዝኡ ወዲኡ ያኢ መኻሪ ኮይኑ፡ እዘን ሃገራት መጻኢ ዕድለን ከመይ ምዃኑን ኣብ መጻኢ እንታይ ክገብራ ከም ዝግበአንን ብዙሕ ተዛሪቡ። እሞ ኣብ ኤርትራ ኣብ ዲሞክራሲ፡ ሰላም፡ ምኽባር ኩሉ መሰላት ክንዲ ፍረ ኣድሪ ዘይሰረሐን ናይ ህዝቢ ብሕገመንግስቲ ናይ ምምሕዳር መሰረታዊ መሰል ዝነፈገ ኣካል ከምዚ ዓይነት ፈዳሕዳሕ ክብል እንከሎስ ናይ መን ልቢ እዩ ክሰብር?

እቲ መኻሪ መሲሉ ዝቐርቦ ሓሳብ ናይ ልቢ ከምዘይኮነ ርዱእ እዩ። ግና ስለምንታይ ኣብዚ እዋንዚ ከምዚ ዝኣመሰለ ኣምስሉ ሰባኺ መሲሉ ክቐርብ ደልዩ ምርኣዩ የድሊ። ተፈትወ ተጸልኣ ናይዚ ምስጢር ካብቲ ከቢብዎ ዘሎ ስግኣት ዝወጸሉ ግዜ ናይ ምሽማት ዕላማ እዩ። እዚ ጥበቡ ሎሚ ዘምጸኦ ዘይኮነ መቐጸልታ ናይቲ “ዝብእስ ክሳብ ዝደልዎ ይሕንክስ” ዝብል ነባር ጥበቡ እዩ። ኣብዚ እዋንዚ ንጸቢብ ረብሓኡ ክብል ክስሕቦ ዝጸንሐ ውዲታዊ ኣግማድ ኣብ ኤርትራ ማእከል ስግእት ኮይኑ ምህላዉ ዝረአ ዘሎ እዩ።

እምበኣር ኣቶ ኢሳይያስ እኩይ ስርሑ እዩ ዝሰርሕ ዘሎ። ደጊም ካብዚ  ተግባሩ ክምለስ ኣይክእልን እዩ። ስለዚ ንሕና ናትና ኣቐሚጥና ብዛዕባ እከይ ተግባራቱ ምዝራብ ጥራይ ዘይኮነ፡ ብዛዕባ’ቲ ንሕና ክንገብሮ ዝግበኣና እጃም ድምጽና ከነስምዕ ይግበኣና። ከምቲ ናይ ክሳብ ሕጂ “ህዝቢ ኤርትራ ረብሓኡ ኣብ ምስ ጐረባብትኻ ምስናይ እምበር ምበኣስ ኣይኮንን” ዝብል ሓቀኛ ድምጽና ዓው ኢሉ ክስማዕ ይግበኦ። “ኤርትራ ንጸቢብ ጉጅላዊ ረብሓ ናይ ግዳም ሓይልታት መዕንደሪ ክትከውን የብላን”  ክንብል ሓላፍነትና’ዩ። ካብዚ ሓሊፉ ዝተፈላለዩ ወገናት ኣብ ናይ ሓባር ረብሓን ተዓዋትነትን ዝሰረተ ፍተሓት ክኽተሉ ድምጽና ከነስምዖም እዋኑ እዩ።

Concerning: Motion of Sjoerdsma and Azmani (kst. 22831-132) about closing the Eritrean embassy
Dear Chair,
With this letter, the Cabinet informs your Chamber about the subsequent steps taken in response to the motion of members Sjoerdsma and Azmani (kst. 22831-132) in which the ‘government is requested to close the Eritrean embassy’.
The Cabinet has noted with concern the broadcast of Argos on Saturday 23 December. The broadcast confirms the current picture of the way in which the Eritrean community has to pay the diaspora tax to gain access to consular services from the Eritrean embassy office in The Hague. On 28 December 2017, the Eritrean ambassador in Brussels (co-accredited in the Netherlands) was summoned. In the talks with the ambassador, the great concerns of the Netherlands about the current practices around the collection of the diaspora tax in the Netherlands have again been explicitly conveyed.
Based on this meeting and earlier talks with the Eritrean authorities, the Cabinet concludes that there is no understanding from the Eritrean side about the great political and societal resistance in the Netherlands towards the way in which the diaspora tax is collected, and also that there is no willingness on the Eritrean side to conform to this.
For that reason, partly in light of the continuing indications that intimidation and coercion take place in relation to the collection of the diaspora tax and the resulting societal and political unrest, the Cabinet is obliged to give off a powerful diplomatic signal to the Eritrean authorities. By doing so, the Cabinet wants to make clear that the Netherlands does not accept these undesirable practices.
At the same time, the Cabinet recognises that no judge has as yet recorded proof of wrongful or punishable offenses by the Eritrean embassy office in The Hague. If the Public Prosecutor receives indications of possible punishable offenses, it will investigate these for leads for further criminal investigation and could instigate prosecution.
Considering the above, the Cabinet has decided to declare the chargé d’affaires of the Eritrean embassy office in The Hague persona non grata and has demanded his departure. The Eritrean ambassador was summoned on Tuesday 16 January to receive the note verbale containing this decision.
In the diplomatic world, a declaration of persona non grata counts as a very severe measure. The Netherlands rarely uses this measure and has never before closed an embassy (office) in the Netherlands unilaterally. The Netherlands understands that this measure is highly exceptional, which is intended as a signal to the Eritrean authorities.
The Cabinet has not decided to close the embassy office in The Hague. If the embassy office would be closed, the bilateral relations with Eritrea would be damaged to such an extent that adequate representation, for example in the area of migration, human rights and consular affairs and missions, would be virtually impossible. In addition, it was considered during the decision making process that the Eritrean community in the Netherlands benefits from nearby access to consular services. It would experience great practical hinderance of the closing, in which case the journey to Brussels has to be made for every consular service.
In order to reach a sustainable solution for the circumstances around the collection of the Eritrean diaspora tax, hard diplomatic measures alone will not suffice and it remains, among other things, crucial that police reports about punishable facts are filed.

Mr. Menghesteab Asmerom, Chairman of the Eritrean People's Democratic Party (EPDP), found it appropriate to inform the public about a misleading post in Meskerem.net on 12 January 2018 under the title of "EPDP statement", presented  in a manner that left the general reader further confused about who-is-who in the Eritrean opposition camp.

 

EPDP Chairman's statement, dated 15 January 2018, therefore, wished the general public to be informed of a few simple facts about the Meskerem.net posting and its owners who possessed "no grain of legitimacy to act and speak in the name of EPDP".

Mr. Menghesteab Asmerom also called upon Eritrean compatriots "to stand in defense of democratic processes and decisions and at all times condemn this kind of behavior that  breaches known moral and legal standards."

On 12 January 2018, we read in Meskerem.net a writing headed "a statement by the Eritrean People's Democratic Party (EPDP)".

 

EPDP [as everybody knows] is the one political organization that adopts its visions, objectives, programmes and constitutions and elects and removes its leaderships at  its regular congresses. At its second congress of July 2015, the EPDP has adopted its current political and organizational programmes and democratically elected 33  Central Council  members and four reserve members. However, out of these elected 37 leadership members, only 5 (five) persons have left the EPDP by resigning from their elected posts and some by joining the splinter group that has issued the so-called "statement" of 12 January.

 

Therefore, EPDP is intact and in good shape with its full leadership (well over two-thirds), and all its institutions functioning normally: its treasury's departments under control; information institutions including its website, regional radio stations and publications thriving as ever before; organizational office with its zonal and branch formations carrying out duties well and its international/diplomatic relations people performing also normally.

 

The self-appointed elements who issued the said statement possess no grain of legitimacy to act and speak in the name of the EPDP, but, unfortunately, their futile action can only leave our diaspora people further confused. Needless to say, the EPDP has nothing to do with the theatrics of this group and shall not be responsible for its acts. 

The EPDP also wishes to make known to the public that the listed names [of 7] in Meskerem.net, in concert with a tiny group of supporters mainly from the North America zone, have repeatedly attempted in the past to create distraction in the party but failed. The final resolve of this people [7], most of whom were not even elected in the last party congress, is to split from the party. At this moment, nothing can be said about their so-called  "21 central council members" because nothing has been disclosed about them.

 

[It is obvious that] the EPDP cannot deny to any individual or a groupie to leave the party of its own volition and form its own party with its own name. However, the EPDP strongly opposes any illegitimate group to use and act in its name.

It is also appropriate to call upon our compatriots to stand in defense of democratic processes and decisions and at all times condemn this kind of behavior that  breaches known moral and legal standards.

 

Fragmentation is not the path to success!!
