ርእሰ-ዓንቀጽ ሰዲህኤ

እቲ ናይ ቅድም ንታሪኽ ገዲፍካ፡ ተቓውሞ ኣንጻርቲ  መሪሕነት ህዝባዊ ግንባር ኤርትራ ንበይኑ ዝቖሞ ግዝያዊ መንግስትን ዘይህዝባዊ ኣተሓሳስባኡን ካብ ምብሳር ናጽነት ኤርትራ ጀሚሩ እዩ። እዚ ተቓውሞ ካብ ሽዑ ንነጀው ምስ ኩሉቲ ዘጋጠሞ ላዕልን ታሕትን ሎሚ’ውን ህያው እዩ። ክሳብቲ ህዝብና ዝጽበዮን ዋጋ ዝኸፍለሉ ዘሎን ደሞክራስያዊ ለውጥን ልዕልና ፍትሕን ኣብ ሃገርና ዝረጋገጽ ድማ ክቕጽል እዩ። እዚ ተቓውሞ ዝዓርፍ እቲ ጉጅለ ሓንሳብን ንሓዋሩን ምስ ዝውገድን ኣብ ኤርትራ ናይ ኣተሓሳስባ ብዙሕነት  ዝጸውር ሕገመንግስቲ ዝዋሕሱ ባይታ ምስ ዝፈጥር እዩ። ስለዚ እዩ ድማ፡  ጉጅለ ህግደፍ ካብ ትምክሕትን ስሰዐን ወጺኡ ናይ ሓባር መዋስኢ ፖለቲካዊ ባይታ ንክፈጥር ዘይኮነስ፡ ብህዝባዊ ቅልጽም ክውገድ ብሓባር ክንቃለሶ ናይ ግድን ዝኸውን። እቲ ካልእ ኩሉ ሰላሕታዊ ካብ ናቱ ዝተፈልየ ኣተሓሳስባ ናይ ምሕቃቕን ምቕንጻልን ስጉምትታት ገዲፍካ፡ እቲ ኢሳያስ ኣፈወርቅ  ካብ ዕለተ-ናጽነት ድሕሪ 27 መዓልታት ብ20 ሰነ 1991 ሰማእታት ንምዝካር ኣብ ስታድየም ኣስመራ  ዝተጋበአ ናይ መጀመርያ ርክቡ ምስ ህዝቢ ኤርትራ፡ “ድሕሪ ሕጂ ብውድባት ሓሽውየ የለ” ዝበሎ ካብ ናቱ ዝተፈልየ ሓሳብ ክሰምዕ ዘይደሊ ደረቱ ዝሓለፈ  ስሱዕን ነፋግን ጸዋግን ምዃኑ ዘርኣየ እዩ።

ህግደፍ፡ ዕድመ ተቓውሞ ኣብ ኤርትራ ንምሕጻርን ኣብ ፖለቲካዊ ሜዳ ኤርትራ ቅድሚ ናጽነት  ውዱብ ተቓውሞ ከም ዝነበረ ንምሕባእን ዘይፍንቅሎ እምኒ የለን። ነቲ ንሱ ክሓብኦ ዝደሊ ሓቂ ብኣብነት ንምቅላዑ ዝኣክል፡ ተጋድሎ ሓርነት ኤርትራ-ሰውራዊ ባይቶ ኣብ ጽባሕ ናጽነት ኣብ ኤርትራ ብህጹጽ ንኹሉ ውድባት ኤርትራ ዘሳትፍ መሰጋገሪ መንግስቲ ክቐውም መጸዋዕታ ካብ ዘቕረቡ ውድባት ሓደ ምንባሩ ምዝካሩ ኣገዳሲ እዩ። ብፍላይ ነቲ ሽዑ ዝተወልደ ኣብዚ እዋንዚ ትውልዲ ናይ ምስጋር ሓላፍነት ዝነበሮ፡ እንተኾነ ብሰንኪ ጉጅለ ህግደፍ ዘይተዓደለን ተደፊኡ ኣብ ስደት ዘሎን መንእሰይ ሚዛናዊ ተረድኦ ምእንቲ ክህልዎ ምዝኽኻሩ ኣዝዩ ኣገዳሲ እዩ። እቲ ኩሉ ግዜ ኣብ ዙርያ ካብ ናቱ ዝተፈልየ ኣተሓሳስባ ካብ ዝተወደበ ሓይሊ ዝሃድምን ፍልልይ  ዘይጻወርን ህግደፍ ዝሽቅጠሉ ዝነበረ ኣበሃህላ፡ “ኤርትራውያን ብግሊ ናባይ ኢዶም ይሃቡ እምበር ውዱብ ሓይሊ ኣይቅበልን እየ” ዝብል፡ ጽበቱ፡ ስስዕቱን መላኽነቱን ኣነጺሩ  ዘርኢ እዩ። እንሆ ከኣ ብኣኡ ደሪቑ ይቕጽል ኣሎ።

ህግደፍ መሰረታዊ ሕቶ ህዝቢ ዝምልስ ኤርትራዊ ዘቤታዊ ሕቶ ካብ ምምሕዳር ንምህዳም፡ ቀልጢፉ ካብ ዝመሃዞም ዘይቅዱሳት ቅድታት ሓደ፡ ምስ ጐረባብቲ ሃገራት ህውከት ምፍጣር እሞ፡ ነቲ ኩነት ከም መህደምን መኸወልን ምጥቃም ነይሩ። ተቐላጢፉ፡ ምስ ሱዳን፡ የመንን ጅቡትን ዝኣጐዶ ሓዊ ከኣ ካብዚ ዝተፈልየ ዕላማ ኣይነበሮን። ኣብቲ ኩነታት ክሳራ ህዝቢ ኤርትራ ድርብ እዩ ነይሩ። በቲ ሓደ ወገን ፍቱዋት ደቁን ንብረቱን ንዘይፈልጦን ዘይረብሓሉን ውግእ ኣባኺኑ። በቲ ካልእ ወገን ከኣ ውልቃውን ሃገራውን ጉዳያቱ ክውግነሉ  ዝግበኦ ዝነበረ ወርቃዊ ግዜኡ ኣምኪኑ። ኤርትራ ድማ ኣብ ኣህጉራዊ መድረኽ ምስላ ተደዊኑ። ህግደፍ ግና ካብዚ ኣይተማህረን። ኣይተማህረን ጥራይ ዘይኮነ፡ ብ1998-2000፡ ህይወት ብዙሓት ኤርትራውያን መንእሰያት ዝበለዐን ሰሎልኡ ክሳብ ሕጂ ዘይወጸን ምምዝባል ዘኸተለን ትርጉም ዘይነበሮ ውግእ  ምስ ኢትዮጵያ ኣጒዱ። ኣሉታዊ ብጽሒት ህግደፍ  ኣብዚ ደማዊ ውግእ ክሳብ ክንደይ ከም ዝነበረ፡ ንምጽራዩ ብዝተመዘዘ  ዓለም-ለኻዊ ዘይሻራዊ ትካል ተረጋጊጹ እዩ። ድሕሪዚ ኣዕናውን ኣኽሳርን፡ እዚ  ጉጅለ ኣብ ቅድሚ ህዝቢ ኤርትራ ክሕተተሉ ዝነበሮን ውግእ፡ ኣብ ርእሲቲ ኣቐዲሙ ክቃለስ ዝጸንሐ ዝተወደበ ነባር ተቓውሞ፡ ማንፈስቶ በርሊን፡ ምንቅስቓስ ጉጀለ-15ን ተበግሶ ወዲ ዓልን ዝበሃሉ  ተቓውሞታት ኣብ ውሽጢ ሃገር ተሃቂኖም። ብዘይካዚ “እምብዛ በዚሐን”  ክሳብ ዝበሃላ ኣዝየን ብዙሓት ናይቲ ስርዓት ደገፍቲ ዝነበሩን ብሰንኩ ካብ ሃገር ዝወጹን  ኤርትራውያ ዝተሳተፍወን ኣብ ወጻኢ ናይ ተቓውሞ ውድባት፡ ሰልፍታትን ህዝባዊ ምልዕዓላትን ተፈጢረን።

ገለ ነቲ ዝበሃል ከይመመዩ ደድሕርቲ ጉጅለ፡ ካብ ኤርትራዊ ወድዓዊ ሓቂ ንምህዳም ዝፈሓሶ ተንኮልን ጸለመን፡ ዝጐዩ ኤርትራውያን፡ “ተቓውሞ ኤርትራ ሃገር ንምብታን ብሓፈሻ ብምዕራባዊ ዓለም፡ ብፍላይ ከኣ ብህዝባዊ ወያነ ሓርነት ትግራይ (ወያነ) ተጠፍጢፉ ዝተሰርሐ እዩ”  ክብሉ ካብ ዝስማዕ ነዊሕ ግዜ ኮይኑ ኣሎ። ቅድም ቀዳድም ኣብ ኤርትራ ተቓውሞ ዝተጀመረ ህግደፍ ምስዘን ሎሚ ተመሊሱ ዝውንጅለን ዘሎ ኣሜርካ እትርከበን ሃገራት ምዕራብን ወያነ ትግራይን ዓይንን ኩሕል ኣብ ዝነበረሉ እዋን ምዃኑ ዘይዝክር ኤርትራዊ እንተልዩ ተመሊሱ ምስ ገዛእ ርእሱ ክላዘብ ይግበኦ።

ብሰንኪ ኣብ መንጎ ህግደፍን ወያነ ትግራይ ቀንዲ ኣባሉ ዝነበረ  ኢህወደግን ዝነበረ ዘይትካላዊ ፍቕርን ውሽጣዊ ስምምዕን፡ ተጋድሎ ሓርነት ኤርትራ-ሰውራዊ ባይቶ እትርከበን፡ ኣብ ኢትዮጵያ ሰፍ ዘይብል ዋጋ ዝኸፈላ ተቓወምቲ ውድባት ኤርትራ ከምዝነበራን ከምዘለዋን ዘይዝክር ኤርትራዊ እንተልዩ ምልስ ኢሉ ተመኪሮ ተቓወምቲ ውድባት ኤርትራ ኣብ ኢትዮጵያ ክድህስስ ይግበኦ።  ነዚ ተመኩሮ ከየስተብሃልካ፡ እቲ ጉጅለ ነንዝመሃዞ ከም ዘለዎ ወሲድካ ምዕዝምዛም  ነኪዩ እምበር  ሎሚ’ውን ኣሎ። እዞም ናይቲ ጉጅለ ምህዞ ዘንበድብዱ ወገናት፡ “ናይ ወጻኢ ኢድ እንተዘይኣትዎስ፡ ኣብ ኤርትራ ንተቓውሞ ዝዕድም ዝሩግ ፖለቲካዊ ሃለዋት፡ ቅድም ኣይነበረን ሎሚ እውን የለን” ኢሎም ዝኣምኑ እንተኾይኖም፡ ኣብ ካልእ ናይ በይኖም ናይ ኣትሓሳስባ ዓለም ዝነብሩ ጥራይ እዮም።

ኣብ ልዕሊ ህዝቢ ኮነ ኢልካ ኣሻቓልን ኣቕጣጫ ዘስሕትን ናይ ሸፈጥ ኩነት እንዳፈጠርካ፡ ኣብ ኤርትራ ዘሎ  ብኩራት ሕገ-መንግስቲ፡ ብዝመርጽካዮ መንግስቲ ናይ ምምሕዳር፡ ዝመረጽካዮ ሃይማኖት ምኽታል፡ ልዕልና ፍትሕን ስርዓትን፡ መሰል ምውዳብን ሓሳብካ ምግላጽንከ ንምቅዋም ምኽንያት ክኾኑ ኣይክእሉን እዮም ድዮም ዝብሉና ዘለዉ። ከምኡ ማለቶም እንተኾይኑ፡ ትሕዝቶ መልእኽቶም “ንወጽዓን ጭቆናን ኣሜን ኢልካ ብጸጋ ምቕባል” ዝብል ካብ ምዃን ሓሊፉ ካልእ ኣይኮነን። እቲ ኣዝዩ ዘገርም ከኣ ንሉላውነት ኤርትራ ኣብ ሓደጋ ዘእቱ ትንዕ-ምንዕን ኣብ ውግእ እንዳማትካ ኣቲኻ መንእሰያት ምህላቕን እንዳወሰኸሉ እውን ነቲ ጉጅለ ከንጽህዎን ዘይግበኦ ሓርበኝነት ከልብስዎን ዝፍትኑ ክትሰምዕ እንከለኻ ዘሕድረልካ ስምዒት ልዕሊ በቲ ኩነታት ምግራምን ምሕዛንን እዩ። ስለዚ ተቓውሞ ኣንጻር ህግደፍ ኣብ ኤርትራ ነዊሕ ዝዕድመኡ፡ መንቀሊኡ ከኣ ናይ ግዳም ሓይልታት ተጽዕኖን ኢድ ኣእታውነትን ዘይኮነ፡ ኣብ ኤርትራ ዝነበረን ዘሎን ብሰንኪ ህግደፍ ዝተበላሸወ ውድዕነት ምዃኑ ዘይሕበል ሓቂ እዩ።

تحية المجد والخلود لشهداء الثورة السودانية والدعوات الصادقة للجرحى بالشفاء وللمفقودين بالعودة، ولأسرهم جميعاً الصبر والإنصاف.

المواطنون الأعزاء

السلام عليكم ورحمة الله تعالى وبركاته

وكل عام وأنتم بخير بمناسبة مولد الرسول الكريم محمد صلى الله عليه وسلم، أعاده الله علينا ونحن بخير وصحة وسلام وسؤدد.

لقد تابعتم الأحداث الأخيرة في البلاد، والأزمة السياسية الحادة التي نعايشها الآن، ولن أبالغ إذا قلت إنها أسوأ وأخطر أزمة تهدد الانتقال، بل وتهدد بلادنا كلها، وتنذر بشرٍ مُستطير.

لقد كان من المفترض أن تتحول المحاولة الانقلابية الفاشلة في الحادي والعشرين من سبتمبر الماضي من مهدد إلى فرصة لتنبيه الجميع للخطر المُحدق ببلادنا، وأن تعتبر جرس الإنذار الذي قرع كي يلتفت الناس إلى مسببات الأزمة ومداخل الشرور، فتلتقي كل الأيادي الحريصة على مصالح البلاد والعباد، لتُقيم سياج أمان للفترة الانتقالية وتقوم بتحصينها ضد كل المخاطر والمغامرات؛ لكن بدلاً من ذلك، كانت تلك المحاولة هي الباب الذي دخلت منه الفتنة، وخرجت كل الخلافات والاتهامات المُخبأة من كل الأطراف من مكمنها، وهكذا نوشك أن نضع مصير بلادنا وشعبنا وثورتنا في مهب الريح.

لقد كانت تجربتنا في الثورة وما بعدها تجربةً فريدةً في كل جوانبها، وجاءت نتائجها محصلة للأمر الواقع وتوازن القوى في أوقات التفاوض، لكنها شكَّلت مصدر إلهام لكثيرٍ من شعوب العالم، خاصة بعد ما حدث لكثير من تجارب الانتقال التي سبقتنا في الإقليم.

لقد دفع شعبنا ثمناً غالياً في هذه الثورة من أرواح ودماء أبنائه وبناته، الذين عطروا ثراه بعطر الشهادة، وقدَّم المصابون والمفقودون تضحيات عظيمة، وكانت رحلة نضال طويلة في المعتقلات والسجون وبيوت الأشباح والمنافي والمهاجر ومعسكرات النزوح واللجوء، ولن نسامح أنفسنا أو يسامحنا التاريخ إن لم نحقق شعاراتها في الحرية والسلام والعدالة، ونصل بالانتقال إلى نهاياته المرجوة.

أبناء وبنات شعبنا الكريم ...

لقد انخرطتُ خلال الفترة الماضية في سلسلة طويلة من اللقاءات والاجتماعات مع كل الأطراف ومن كل مكونات الثورة وأجهزة الانتقال ومؤسسات الدولة بغرض فتح أبواب للحوار وإيجاد القواسم المشتركة بين الأطراف ومعالجة الخلافات. ظللت أفعل ذلك من منطلق الإحساس بالمسؤولية التاريخية والأمانة التي وضعها شعبنا على كاهلنا، أنا وزملائي في مؤسسات السلطة الانتقالية.

وكنت طوال هذه الفترة أؤكد ما أريد تأكيده لكم اليوم؛ هذه الأزمة ليست وليدة اليوم ولم تهبط علينا من السماء ولم تفاجئنا البتة، بل سبق أن تطرقت إليها بالتشخيص المفصل في مبادرة (الأزمة الوطنية وقضايا الانتقال- الطريق إلى الأمام). جوهر هذه الأزمة التي لا يجب أن تضل أبصارنا عن النظر إليه، هو تعذر الاتفاق على مشروع وطني متوافق عليه بين قوى الثورة والتغيير، يحقق أهداف ثورة ديسمبر المجيدة وآمال شعبنا في الحرية والسلام والعدالة.

هذا التعذر يأتي نسبة لانقسامات عميقة وسط المدنيين ووسط العسكريين وبين المدنيين والعسكريين، لذا فقد ظللت أردد بأن الصراع ليس بين المدنيين والعسكريين، بل هو بين معسكر الانتقال المدني الديمقراطي ومعسكر الانقلاب على الثورة، وهو صراع لست محايداً فيه أو وسيطاً.. موقفي بوضوح وصرامة، هو الانحياز الكامل للانتقال المدني الديمقراطي ولإكمال مهام ثورة ديسمبر المجيدة وتحقيق شعاراتها المتمثلة في الحرية والسلام والعدالة.

أبناء وبنات شعبنا الكريم ...

كما ذكرت، لقد عقدت خلال الأيام الماضية سلسلة اجتماعات ولقاءات مع مكونات الفترة الانتقالية كافة، وأجريت معهم نقاشات مستفيضة حول ما يجب فعله في مقبل الأيام للخروج بالبلاد من المنعطف الحالي، وتوجيه المسار صوب تحقيق غايات ثورة ديسمبر المجيدة. منهجي الذي اتبعته هو البعد عن شخصنة القضايا وعن هوامشها، والتركيز على القضايا الجوهرية التي يجب التوصل فيها لحلول، تضمن تحصين الانتقال وتصحيح عثراته وتأمين وحدة البلاد وسلامتها وتوفير سُبُل العيش الكريم لشعبها العظيم.

خلصت من هذه النقاشات إلى ضرورة النظر للمستقبل عوضاً عن الغرق في تفاصيل الماضي، وقد تبقى أمامنا عامان فقط للوصول إلى عتبة الانتخابات التي يجب أن نبدأ الإعداد لها فوراً ودون تأخير. خلاصة نقاشاتي مع أطراف الأزمة ألخصها في خارطة طريق تبين خطوات الخروج من الأزمة وتحويلها لفرصة يغتنمها شعبنا بما يعود عليه بالخير والاستقرار والنماء.

ضرورة الوقف الفوري لكافة أشكال التصعيد بين جميع الأطراف والتأمين على أن المخرج الوحيد هو الحوار الجاد والمسؤول حول القضايا التي تقسم قوى الانتقال.

العودة للعمل بجميع مؤسسات الانتقال على أن توضع الخلافات في مواضعها الصحيحة وأن تدار من مواقع أخرى وبأساليب أكثر نضجاً والتزاماً بالمسؤولية وببوصلة واحدة هي مصلحة هذا الشعب واستقراره وتطوره.

الاتفاق على أن قضايا مثل الإرهاب والمهددات القومية الداخلية وعلى الحدود أو من خارج الحدود لا يجب أن تخضع لأي نوع من التكهنات أو المزايدات أو الشكوك في النوايا، فما ضرّ بلاداً أخرى هو عرض قضايا الأمن القومي في سوق مفتوحة للتجاذبات والأغراض العابرة.

الابتعاد عن اتخاذ قرارات وخطوات أحادية، وعدم استغلال مؤسسات وأجهزة الدولة، التي هي ملك لجميع السودانيين، في الصراع السياسي.

مرجعية التوافق بين مكونات السلطة الانتقالية هي الوثيقة الدستورية، وهي مرجعية يجب أن تحترم وتنفذ نصاً وروحاً، ويمكن مناقشة كل المواقف والقضايا استناداً على هذه المرجعية.

التزاماً بالوثيقة الدستورية، فإن تفكيك دولة الحزب لصالح دولة الوطن هو التزام دستوري، لا بد منه لتفكيك قبضة النظام القديم على أجهزة الدولة وثرواتها، وبالتالي هو هدف لا يجب التراجع عنه، لكن ليس هناك ما يمنع مراجعة طرق ووسائل العمل وضمان حق الاستئناف وتحقيق العدالة.

يجب أن ننهي كل أنواع الشقاق بين مكونات الحرية والتغيير كافة، لتوسيع قاعدة الانتقال، وكي تكون قادرة على استيعاب كل قوى الثورة والتغيير.

تظل العدالة الانتقالية هي الوسيلة الأمثل التي بموجبها تتحقق رغبات الضحايا وأسرهم، دون إغفال الأثمان السياسية والمادية والقانونية التي يجب أن تُدفع في سبيل ذلك.

مبادرة رئيس الوزراء (الأزمة الوطنية وقضايا الانتقال - الطريق إلى الأمام) هي المنصة المتوافق عليها لتحصين الانتقال. وتعمل الآلية بجد لتقديم رؤى محددة في قضايا الانتقال التسع التي حددتها المبادرة.

حصيلة هذه النقاشات ستترجم وتنفذ عبر توافق عريض على مجلس تشريعي واسع التمثيل يعبر عن تعدد وتنوع البلاد وعن قوى الثورة والتغيير، ويمثل حصن الثورة ومرجعيتها، وجسمها الرقابي ومصدر قوانينها وتشريعاتها.

هذه الخطوات سأشرف على تنفيذها مع جميع الأطراف وسأسعى للفراغ منها في وقت وجيز، فبلادنا لا تحتمل مزيداً من الصراعات، وواجبنا أن نعمل جميعاً لتحقيق غايات ثورة ديسمبر المجيدة دون إبطاء.

أيها الشعب الكريم

إن محاولات نشر الأحاديث عن الفشل أو زرع الإحباط لم تعد سلعة تصلح في وقت استقر فيه سعر الصرف، وتوفرت فيه الاحتياجات الضرورية، وانتعشت فيه حركة الإنتاج والصادر.

عانى شعبنا السوداني لعقود طويلة، وغاب عن النهضة الاقتصادية رغم الإمكانيات، اليوم نستطيع أن نؤكد بكل اطمئنان أن المؤشرات الاقتصادية خلال الفترة الماضية في تحسن، ورغم ذلك، نفهم وبوعي كامل، أن الشعب السوداني هو الأقدر على قياس التحولات الإيجابية فهو الذي يطأ الجمر وهو من يحصد ثمار التغيير.

شعبنا الكريم ...

إن قضية شرق السودان قضية عادلة تجد جذورها في عقود الإهمال والتهميش التي تراكمت، فجعلته أفقر بقاع البلاد وهو أغناها موارداً وامكانيات. إن حكومة الفترة الانتقالية تضع على عاتقها مهمة إنهاء هذا التهميش وتنظر له بجدية وعزم.

ظللتُ أعمل باستمرار على طرح منظور شامل للتعاطي مع الأزمة يعلو على تقاسم السلطة ويجيب على أسئلة التنمية الملحة التي تطرحها قضية الشرق، وفي هذا السياق فإنني أؤكد أن اتصالاتنا قد أثمرت الترتيب لمؤتمر عالمي يوفر التمويل اللازم لحزمة مشروعات تخاطب أبعاد التهميش الاقتصادي والاجتماعي الذي عانى منه الإقليم. لذا فإن علينا تجاوز الأزمة الحالية وبداية النظر بمنظور جديد شامل لمعالجة هذه القضية.

إنني أدعو كل قوى الشرق السياسية والاجتماعية لمائدة مستديرة نتوصل فيها لترتيبات عملية للتوافق حول القضايا التي أثارت الأزمة الحالية، كما أدعو أهلنا في الشرق لفتح الميناء والطرق واللجوء لحوار مباشر، حتى لا يتضرر أمن البلاد وقوتها وسيادتها، ولا تزيد من معاناة شعبنا الصابر الكريم.

في الختام فإن رسالتنا لشعبنا أننا متمسكون باستكمال الانتقال المدني الديمقراطي وتسليم البلاد لحكومة منتخبة عبر انتخابات حرة ونزيهة في ظل نظام ديمقراطي، هذه أمانة سنحرص على أن نؤديها على أفضل ما يكون، ولن نفرط فيها ونحن في موقع المسؤولية.

ورسالتنا لأنفسنا أن مهمة الحكومة الانتقالية هي تحويل الشعب السوداني من حالة الخوف والهلع والترقب خلال الثلاثين سنة الماضية، إلى حالة السكينة والاطمئنان والدخول في خطط المستقبل بإحساس عميق من الأمان والثقة، وهذا لن يكون إلا بمفارقة الاستبداد مرة واحدة وإلى الأبد والسعي نحو الديمقراطية ومتطلباتها برضا واقتناع.

ولن نتهاون مع أو نستسلم لمحاولات إجهاض الفترة الانتقالية عبر الانقلابات أو الأعمال التخريبية.

نحترم حق الجماهير في التعبير السلمي الديمقراطي، وهو حق انتزعته الجماهير بنضالاتها المتواصلة، ونعمل على حمايته وتأمينه ومناقشة المطالب المطروحة بذهن مفتوح.

نسعى لتوسيع قاعدة المشاركة وأن تتوحد كل قوى الثورة خلف الأهداف المعلنة، وأن تكون بوصلتها هي شعارات وأهداف الثورة، حتى وإن تعددت منابرها.

كما نسعى لمراجعة وتجويد مؤسسات الانتقال لتكون ممثلة لكل السودانيين وقادرة على عكس رغباتهم وطموحاتهم.

نحترم المؤسسة العسكرية والقوات النظامية الأخرى، ونقدر دورها في حماية الوطن والمواطنين، ولا نحملها أوزار المحاولات الانقلابية وأوهام المغامرين.

نعمل مع كل الشركاء ومؤسسات الانتقال لضمان الوصول لجيش قومي موحد بعقيدة عسكرية وطنية. سعينا لإصلاح القطاع الأمني والعسكري أحد أهدافه أن تصبح مؤهلة ومجهزة بالوسائل الحديثة لتأدية مهامها.

A ‘final offensive’ launched by Addis Ababa in Tigray has raised fears over its impact on the general population, writes Ahmed Aboudouh

A broken human skull, pieces of human bones and blood-stained clothes scattered around what looked like a burned mass graveyard, where people were searching a number of identity papers.

These were the gruesome scenes shown in a video obtained by CNN in June, revealing massacres allegedly carried out by Ethiopian soldiers against locals in the northern province of Tigray. Days before, a unilateral ceasefire was announced by Addis Ababa after months-long fighting alongside forces from the Amhara neighbouring region and the Eritrean army in a bid to topple the Tigray People’s Liberation Front (TPLF).

Fears are mounting those horrific atrocities could now happen again. The Ethiopian forces have launched what supporters of the government of Prime Minister Abiy Ahmed dubbed the “final offensive.” This week, rebels said the government had launched a military push “on all fronts” to regain parts of Tigray and Amhara taken by the TPLF forces in June.

The war dates back to last November, when the government declared victory after seizing the regional capital Mekelle. But the TPLF kept fighting and managed to retake Mekelle and most of Tigray after government soldiers withdrew at the end of June.

Reports said this week coordinated attacks by the government forces and its allies took place in the Amhara and Afar regions close to Tigray’s southern border. The ground operations, the reports confirmed, are being backed by drones and airstrikes.

“An offensive by the Ethiopian military, together with a vast newly recruited army drawn from the country’s ethnic militia, has been launched,” Martin Plaut, a fellow at the Institute of Commonwealth Studies, said.

Since the ceasefire, Ahmed’s war calculations were ultimately hampered by the lack of a political mandate, the heavy rain that swamped the north this year and severe shortages in manpower and weapons.

But in July, the Nobel Prize Laureate won the election with a landslide. Perhaps the tremendous political victory, Ahmed felt, was a nod from the Ethiopians to finish the arduous, protracting war in Tigray. And this, of course, means nothing less than total victory.

“Abiy Ahmed’s aides now feel the wind beneath their wings to get the job done,” one source in the region told The Independent.

Addis Ababa has designated the TPLF as a terrorist group, and government-backed media has been engaged in a campaign aimed at demonising the region’s ruling party, accusing it of trying to fragment the country.

In the past months, the campaign proved helpful to fire up nationalism among ordinary Ethiopians, bolster Ahmed’s political position and boost the vigorous recruitment of young men who “showed their patriotism” to join the fight.

This happens with a clear objective: “the people of Tigray [should] forever be separated from the terrorist group]”, Ahmed previously said, referring to the TPLF.

The Tigrayan forces have been pushing for reopening supply lines and ending the government forces’ blockade on the region by trying to seize strategic areas. This includes the North Wollo zone, Lalibela and Gondar, a strategic city on the crossroads to Sudan and Eritrea.

“The government’s priority will be to remove Tigrayan forces from neighbouring regions, which they pushed into following the withdrawal of federal forces from much of Tigray in late June and weaken their capacity to secure control of strategic supply lines,” Ahmed Soliman, a research fellow at Chatham House, said.

But to reach this objective, western diplomats say, Ahmed would lay down a “smokescreen” around the humanitarian situation to gain time without being under pressure from abroad.

This month, Addis Ababa expelled seven UN humanitarian officials and accused them of “meddling” in the conflict. The dramatic move could be intended as a cover-up of widely reported brutality by its forces and tighten the screws on the humanitarian operations as part of its preparations for the battle.

Since the war started last year, around two million people in Tigray have been displaced while warnings, including by the UN, have been centerd on a famine gripping over 400,000 people.

“With malnutrition and starvation deaths rising, and restricted humanitarian access leading to an acute shortage of basic commodities and medicines, there are growing fears by the UN of a return to widespread famine in the region,” Mr Soliman said.

Witnesses have often blamed the Ethiopian soldiers and their Eritrean allies for using gang rape, mass expulsion and starvation as a weapon against the six million civilians bearing the brunt of the war in Tigray.

Ethiopian authorities don’t deny massacres carried out by their forces, which Amnesty International called “war crimes” that would amount to crimes against humanity.

In a statement sent to The Independent, a spokesperson for the Ethiopian embassy in London said Addis Ababa would not tolerate the carnage. “The Government has taken measures to investigate and hold accountable perpetrators of crimes committed within the context of the conflict, through the Ethiopian Human Rights Commission, as well as in collaboration with the UN,” the statement said.

“No person, including serving soldiers, is above the law,” it added.

But observers insist several crimes, such as mass starvation and blocking access to humanitarian aid, are not isolated incidents committed by individuals. Instead, they claim they are techniques deliberately deployed by the government as part of a broader strategy to break the Tigranian resistance.

“Abiy has two objectives in Tigray. The first is to starve the population either into subjugation or out of existence. The second is to do that without attracting the global opprobrium that would arise from deliberately causing a massive famine taking millions of lives,” said Mark Lowcock, former UN relief chief who is currently a distinguished non-resident fellow with the Center for Global Development.

The dire humanitarian situation has been the centre of a parallel war of narratives where the two sides brand each other as war criminals.

Last month, the government accused the TPLF of killing and burying 120 civilians around the town of Dabat, near Gondar in the Amhara region.

In addition to the Tigryans, tens of thousands of people have also been displaced in neighbouring Amhara and Afar regions as a result of the ongoing bloodshed.

Ethiopian officials remain defiant. The London embassy spokesperson pledged to The Independent that the government would do whatever it takes to accelerate “the process” to end the TPLF hold over Tigray, stop its “atrocities”, and get aid to people in the region and Amhara and Afar.

“The Government of Ethiopia remains committed to employing everything at its disposal to expedite the process and let the necessary aid reach the people of Tigray.”

We, therefore, call upon the international community to stand with the people and government of Ethiopia in condemning the TPLF’s atrocities and encroachment into other regions,” it added.

On the other side, the TPLF insist Ahmed has to go, saying he has initiated a “genocidal war” against their region.

“The Tigrayans have their backs to the wall. They are resisting the offensive while attempting to find a way of breaking out of the blockade around Tigray. This would mean carving a path to Sudan or Djibouti,” Mr Plaut said.

Western diplomats describe the pressure on Tigray as “unbearable.” The TPLF seems to have run out of options other than keeping up the fight, a strategy they previously proved to have mastered against a combined assault by Addis Ababa and Asmara.

They vowed to hold their ground, but it is not yet clear for how long.

Experts say the best strategy for the Tigrayan ruling party is to seek a negotiated solution to offset the massive government barrage.

Reports have said the Tigryan leaders have sought to discover the possibility of dialogue with the government over a more effective ceasefire.

But perhaps such an outcome can prove elusive given that the massive attack is at its early stages and that Ethiopian MP’s legitimacy as an able, strong leader who could maintain the country’s territorial integrity is at stake.

Ahmed’s government also seems to have run out of options. “The irony is that Abiy Ahmed’s game plan cannot work. If he tries and fails to destroy Tigray, he will be destroyed himself. If he succeeds, he will never survive the backlash that will follow,” Mr Lowcock noted.

“His best strategy is to try and find a way to start a dialogue with the Tigryans and get the hardliners within his ranks to join it,” he added.

There are, however, no signs Ahmed would consider the negotiations option soon.

International pressure on Addis Ababa to end the fighting has also built up. Neighbouring countries fear the crisis would turn into an all-out war that would lead to the disintegration of Ethiopia. Reports said diplomatic efforts by the African Union were underway behind the scenes to encourage talks.

The Biden administration also recently said it is conducting an interagency review as it considers targets for possible sanctions against the Ethiopian and Tigryan leaders.

Breaking the TPLF’s and re-capturing the whole of Tigray “would allow Ahmed’s government to be in a stronger position to resist American and European pressure to open negotiations with the Tigrayan regional government,” Mr Plaut stated.
